Adopt Resolution No. 96-81, approving procedures for the November 5, 1996 <br /> municipal election; authorizing the city clerk to request consolidation of the <br /> municipal election with the statewide general election; establishing policies for <br /> Candidates' Statements and other election material; establish tie vote procedures <br /> for the election. (SR96:212) <br /> <br /> r. Approve an Agreement with the Union Pacific Railroad Company for an <br /> emergency crossing at St. John Street and authorize the City Manager to sign the <br /> Agreement when approved as to form by the City Attorney. (SR96:214) <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Dennis, Michelotti, Mohr, Pico, and Mayor Tarvet <br />NOES: None <br />ABSENT: None <br />ABSTAIN: Mayor Tarver on Item 4a <br /> <br />5. MEETING OPEN TQ THE PUBLIC <br /> <br /> Greg Burton, 4202 Stanley Boulevard, ~24, inquired about what is being done with <br />regard to the change of use occurring in the Pleasanton Mobilehome Park and the inquiries <br />regarding the rent structure reconciliation. Inquiries have been made since November 1995 and <br />no answers have been forthcoming. <br /> <br /> Mr. Roush indicated he has reviewed correspondence and spoken to various parties in <br />an attempt to get the necessary information. The next step is to convene the Mobilehome <br />Committee and have the Committee attempt to gain cooperation from Mr. Wagner. Inquiries <br />are also being made by the Planning Department regarding the change in use and the State <br />Department of Housing and Community Development is investigating whether there is a <br />violation of state law in the creation of other lots in the mobilehome park. Many things are in <br />the process in trying to address the tenants' concerns. The process may seem to be slow, but <br />it is not because staff is not attempting to solve the problems. <br /> <br /> Mr. Tarvet asked whether the ordinance regarding mobilehome parks set forth any <br />specific time frames or processes to follow in a situation like this. <br /> <br /> Mr. Roush said not in this area. Mr. Roush then explained the issues of concern at this <br />time regarding how the back rents have been calculated. <br /> <br />07/02/96 -5- <br /> <br /> <br />
