Ms. Acosta suggested the Council might like to also discuss whether Council wants to <br /> consider ballot measures. <br /> <br /> Mr. Tarver preferred talking about that on July 15. <br /> <br /> Ms. Michelotti felt the decision about what is going on the ballot should be addressed <br /> before we ask the public to come back on July 15 to comment on Council's decision. She <br /> disagreed with waiting until July 15 to make the decision. <br /> <br /> Ms. Dennis was also concerned we were getting too close to the deadline. <br /> <br /> Wayne Rasmussen then presented the options from page 6 of the Staff Report regarding <br /> the golf course in the Happy Valley area. <br /> <br /> Ms. Mohr indicated the Vineyard Corridor property owners have repeatedly indicated <br /> their belief that they had been given assurances of development. She wanted to make it a matter <br /> of record, that with respect to the golf course, Council is studying the proposal with good faith <br /> intentions that there be a golf course, but no promises are being made. <br /> <br /> Mr. Rasmussen indicated Option 2 puts the property into a study area with no underlying <br /> land use. Option 3 would use the General Plan update land use recommendations for the <br /> underlying designation. Then the recommendations would be refined through the Specific Plan <br /> process. <br /> <br /> Ms. Michelotti inquired if staff recommendation was Option 1. <br /> <br /> Mr. Rasmussen said it originally was, but because of the concerns expressed by the Alisal <br /> Improvement Club, staff now feels that Option 3 would be acceptable as well. <br /> <br /> Mayor Tarver preferred Option 3 in the hopes of reaching agreement for a golf course. <br /> He hoped the specific plan process does not take three years to develop. His goal is to have a <br /> golf course in the Happy Valley area before the 1998 election. <br /> <br /> It was moved by Ms. Michelotti, seconded by Ms. Dennis, to designate the Spotorno <br /> property, the golf course properties, and the remainder of the unlncorporated Happy <br /> Valley area as shown on the General Plan Update Map, but also identify this land as a <br /> "specific plan" area on the General Plan Map, and complete the specific plan process <br /> following adoption of the General Plan. <br /> <br /> The r011 Call vote was as follows: <br /> AYES: Councilmembers - Dennis, Michelotti, Mohr, Pico, and Mayor Tarver <br /> NOES: None <br />-- ABSENT: None <br /> ABSTAIN: None <br /> <br /> 07/02/96 -27- <br /> <br /> <br />
