Mr. Rasmussen indicated Council has already set a maximum of 29,000 housing units <br /> and this program is a means to accomplish that. <br /> <br /> It was moved by Ms. Michelotti, seconded by Ms. Mohr, to approve the Planning <br /> Commission recommendation for Program 15.1. <br /> <br /> A substitute motion was made by Mr. Pico, seconded by Mayor Tarver, to adopt the <br /> Steering Committee recommendation regarding Program 15.1 on page H-20, which reads <br /> as follows: "Monitor and zone future residential developments so as not to exceed the <br /> maximum housing buildout." <br /> <br /> The r011 call vgte was as follows: <br /> AYES: Councilmembers - Dennis, Pico, and Mayor Tarvet <br /> NOES: Councilmembers - Michelotti and Mohr <br /> ABSENT: None <br /> ABSTAIN: None <br /> <br /> 4/$ City_ Council Vote <br /> <br /> It was moved by Ms. Michelotti, seconded by Ms. Mohr, to support the Planning <br /> Commition recommendation to delete the Steering Commlttee's recommendation to add <br /> Program 19.2 to require a 4/5 City Council vote on General Plan amendments. <br /> <br /> Mr. Pico did not support the 4/5ths vote because he felt Council should be placing <br /> amendments to the General Plan on the ballot. <br /> <br /> Mr. Tarver did not feel a Council supermajority was required to deal with these issues. <br /> <br /> The roll call vote was as follows: <br /> AYES: Councilmembers - Dennis, Miehelotti, Mohr, Pico, and Mayor Tarvet <br /> NOES: None <br /> ABSENT: None <br /> ABSTAIN: None <br /> <br /> Vincyltrd Avenue Corridor <br /> <br /> Mr. Pico referred to the vote taken on July 1 regarding this issue. He believed a motion <br /> was made and seconded, then a substitute motion was made and seconded but the motion failed. <br /> Somehow the original motion was not voted on. He is not happy with the outcome of the <br /> motions and leaving this area as a study area. He wants to reconsider this on July 15. He felt <br />-- a precedent was being set for some of these disputed areas to make them a study zone and those <br /> studies could take some time. What happens to the underlying zoning in those areas in the <br /> <br /> 07/02/96 -22- <br /> <br /> <br />
