The vote on the original motion was as follows: <br /> <br />The r011 Call vote was as follows: <br />AYES: Councilmembers - Dennis, Michelotti, and Mohr <br />NOES: Councilmember Pico and Mayor Tarvet <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> There was a break at 9:00 p.m. <br /> <br /> The meeting was reconvened at 9:12 p.m. <br /> <br /> It was moved by Mayor Tarver, seconded by Ms. Dennis, to modify the Steering <br />Committee's recommendation as to Policy 15 on page H-20, to read as follows: "Maintain <br />a maximum housing buildout of 29,000 units within the Planning Area." <br /> <br />The r011 ¢~11 vote was as follows: <br />AYES: Councilmembers - Dennis, Michelotti, Pico, and Mayor Tarvet <br />NOES: Councilmember Mohr <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> Regarding the modification to Program 1:5.1, Ms. Mohr asked how it was possible to <br />predict what each property would propose for development so that when buildout was <br />approached, there could still be some units available for the last piece of property. <br /> <br /> Mr. Wayne felt there was at least 100 units left as a buffer within the 29,000 units <br />proposed as a maximum. As projects are approved in the future, staff would monitor approvals <br />to make sure they were within the mid-range. If that is achieved, the 29,000 units would not <br />be exceeded. If it looks possible that 29,000 units would be exceeded, Council would have to <br />authorize more units. <br /> <br /> Ms. Mohr was concerned about using the "avenge". That means a lot of units could be <br />approved up from and very little at the end so that the avenge would be met. It is possible too <br />many units would have been allocated when an apartment complex came for approval. There <br />are not many opportunities to address the need for apartment housing units and she did not want <br />to have to turn away a good project. There is a serious need for more apartment units now and <br />she felt the rental prices could increase in the future because of that. She did not think the <br />proposed phrasing of this Program gave the latitude to respond to desirable applications. <br /> <br />07/02/96 -21- <br /> <br /> <br />
