Ms. Michelotti felt that since the San Francisco project would be 1600 to 1900 units,
would a mid-range of 1,750 be used for this calculation or would you recommend taking the
highest number?

Mr. Rasmussen indicated staff had used the mid-range for overall calculations. The
Steering Committee has about a 100 unit buffer included now in the 27,000 housing units.

Mr. Mohr felt if we left the number at 27,350, there is a large buffer. Her concern was
that when it Wanslams into 76,100 population, that is where the number starts to be magnified.

Ms. Michelotti asked if the Planning Commission number of 27,350 reflected the mid-
range density of 2-8 on medium density?

Mr. Rasmussen said it was.

Mr. Tarvet agreed with the suggestion of Ms. Dennis to calculate the number of units
based on the General Plan designations in the Plan and then say the San Francisco Water
Department property, the Vineyard Corridor and other study areas are excluded from that
number. If Council wants to set a total number, it can, but he preferred to have the Specific
Plans dictate how the numbers come out.

Ms. Micheloff asked if he wanted the text to be changed now?

Mr. Tarvet said yes.

Ms. Mohr indicated that the whole sentence would be dropped with the notation that
those numbers would come later.

It was moved to approve the Planning Commi~ion's recommended language with
the modification that San Francisco, Vineyard Corridor and other study areas would be
excluded.

The motion died for lack of a second.

Ms. Dennis agreed with calculating the number based on the mid-point. Because it is
a general number, she did not want specific plans to be related to the number. The Council
should just set the maximum and that avoids tying the fate of projects to each other. She liked
picking a number.

Ms. Acosta asked if Council could indicate whether it liked that concept or the concept
suggested by the Mayor.

Ms. Michelotti agreed with Ms. Dennis. The Steering Committee had a number and the
Planning Commission had a number, so she felt Ms. Dennis was correct.

07/02/96 -10-
