Ms. Michelotti wanted to be able to look at the proposal regarding the Spotomo property.

Ms. Mohr felt the adjustment for the Spotomo was small enough that a minor adjustment
would take care of that.

Ms. Michelotti supported the concept of a permanent line, but wanted assurance that
future General Plan reviews can make adjustments.

The roll call vote was as follows:
AYES: Councilmembers - Dennis, Pieo, and Mayor Tarver
NOES: Councilmembers - Michelotti and Mohr
ABSENT: None
ABSTAIN: None

Ad_iustments to the Urban Growth Boundary_

It was moved by 1VIr. Pico, seconded by Ms. Dennis, to approve the General Plan
Steering Committee recommendations as follows: Modify page II-7, paragraph 6, first
sentence, to read as follows: "Since the UGB is considered to be permanent, future
adjustments are discouraged; however, minor adjustments may be granted which: (1) are
otherwise consistent with the goals and policies of the General Plan; (2) would not have a
significant adverse impact on agriculture, wildl_and areas or scenic ridgellne views; (3)
would not permit leap frog development; (4) would not induce further adjustments to the
boundary; (5) which demonstrate that the full range of urban public facilities and services
can be adequately provided in an efficient and timely manner."

The roll call vote was as follows:
AYES: Councilmembers - Dennis, Michelotti, Mohr, Pico, and Mayor Tarver
NOES: None
ABSENT: None
ABSTAIN: None

South Pleasanton

Mr. Rasmussen explained the intent of this provision was to provide flexibility in density
so every parcel is not limited to two acre minimums. For instance, on a ten acre parcel, with
two acre minimums, there would be five parcels of two acres each. With the two acre
maximum density, you could have clustered homes on five 1/2-acre parcels with seven and half
acres left in open space or used for horse stables, golf course, or other types of use.

07/01/96
-18-
