MATI~RS INITIATED BY COUNCIL <br /> <br /> Ms. Michelotti indicated an owner in Deer Oak.~ has related the problems Deer Oaks <br />residents are having getting out of the driveway on to Foothill Road during peak hours, <br />especially as Laguna Oaks builds out. She asked if there were any plan to install a traffic signal <br />at the Laguna Oaks driveway. <br /> <br /> Ms. Acosta said staff would research that and send a memo to Council. <br /> <br /> Ms. Dennis suggested discussion of methods of controlling the time spent on discussion <br />in the meetings. She would like to get through the agenda. She proposed allotting a certain <br />mount of time for discussion and the Councilmembers can spend it as they choose. We can't <br />control what the public does, but she felt the public might would be more thrifty with their <br />comments if Council shows them the way. <br /> <br /> Ms. Mohr felt if the discussion was not before and after, there would be some time <br />savings. <br /> <br /> Mr. Tarvet indicated that other cities have a mechanism whereby a Councilmember <br />presses a button and the Mayor recognizes the member, instead of an out of control process. <br />Council has to be more self-controlled in terms of how much the members talk, <br /> <br /> Ms. Dennis indicated there are many parliamentary organizations that do that. <br /> <br /> Ms. Mohr also felt if Roberts Rules of Order were followed, there would be more <br />orderly meetings. <br /> <br /> Mr. Pico did not support the idea.
