If there is need, a special meeting can be scheduled. <br /> <br /> 6, PIJBLIC HEARINGS AND OTHER MATTERS <br /> <br /> Item 6a <br /> Review of San Francisco Bernal Avenue Property - Council Revised Caltho_rpe Plan and <br /> San FranCiSco Proposed Alternative. (SR96:158) <br /> <br /> Brian Swift presented the staff report. <br /> <br /> Peter Calthorpe presented alternatives for the San Francisco Bernal Avenue property <br /> (Alternatives 4 and 5) and presented slides describing the neo-traditional planning styles. He <br /> also reviewed potential design guidelines and the goals to be achieved with the design guidelines. <br /> <br /> Ms. Mohr referred to one of the slides which showed Second Street in Pleasanton. This <br /> street is wider than Mr. Calthorpe suggested. She asked if the width of the street is really the <br /> issue. <br /> <br /> Mr. Catthorpe indicated analyses show that streets need to be narrow to slow traffic. <br /> You can have beautiful frontage on wide streets but the question is, as a pedestrian, do you want <br /> to see separation from the curb, do you want to see front porches or garage doors? The other <br /> issue is that wide streets invite cars to go faster. It is up to the Council. <br /> <br /> Ms. Mohr referred to the Callahan proposal which had apartments over the garages which <br /> could be sold separate from the house. She asked if Mr. Calthorpe's concept included selling <br /> the garage units separately. <br /> <br /> Mr. Calthorpe indicated that was just an idea, but not essential to the project. He felt <br /> there should be flexibility. If it is a rental unit, it is affordable for a single person and helps <br /> make the house more affordable. One landlord/one tenant is a very good management ratio. <br /> The other options are to use them for work rooms or guest rooms. <br /> <br /> Mr. Tarvex indicated when a development is planned, it is not possible to have the <br /> residents who will live there be present. Council hears from the residents after the fact when <br /> they are demanding stop signs to slow traffic. <br /> <br /> Ms. Michelotti referred to a slide that showed short setbacks and she wondered how to <br /> compensate for short setbacks and narrow streets so it doesn't give a tunnel effect. If the street <br />--- was wider and there was a median with trees, that could help. <br /> <br /> 05/21/96 -7- <br /> <br /> <br />
