It was important to keep community involvement as we talk about what is to be built on the <br /> property, to get input on the fences, lot size, etc. <br /> <br /> Ms. Michelotti felt the developer had the responsibility to do that. She asked Mr. Tarver <br /> how he planned to get all this input. She felt it was most critical to get the plan and the EIR <br /> going. It seems everyone likes Plan 5. <br /> <br /> Ms. Mohr asked what is in the design guidelines: a mix of housing, house designs, <br /> garages in front or back, etc. <br /> <br /> Mr. Calthorpe felt there were three general areas of the design guidelines: street <br /> standards (tied to traffic analysis which will determine street widths, bike lanes, parking, etc.) <br /> and urban design guidelines that deal more with con~gurational issues (e.g. in the commercial <br /> area, where will stores be next to sidewalks and where will there be parking lots, how much of <br /> a blank wall will you allow, etc.- this is not colors or architecture). For the residential areas, <br /> he felt you do need design guidelines for the higher density housing types. Apartments or <br /> townhouses can be pretty bad if not carefully designed. The design guidelines for the single- <br /> family golf course homes will determine how big landscape easements will be, fence details, <br /> garage location, required differences in the houses to provide variety and interest. He agreed <br /> the community should discuss and San Francisco should know about the guidelines before it <br /> makes any deals with developers. <br /> <br /> Ms. Michelotti again stated her belief that the developers are the ones who have the <br /> responsibility and indicated all these things mentioned were in the design guidelines on the <br /> original map presented by San Francisco. <br /> <br /> Mr. Calthorpe agreed and indicated his firm is hired by developers because they want <br /> to make sure one builder doesn't come in with a poor design and affect the value of adjacent <br /> property in a master planned community. The question is do you want San Francisco to do it <br /> without community input or you could have community input and work through a joint process <br /> as we have done for the overall plan. <br /> <br /> Mr. Pico agreed with the comments of Mr. Tarvet and Ms. Dennis that the design <br /> guidelines should be in place so we know what we are getting when we sign the agreements. <br /> This whole proc, ess has been fascinating to watch. A few months ago, people opposed to design <br /> guidelines were tallring about not hiring Peter Calthorpe and spending $48,000. Mr. Pico felt <br /> the community has certainly gotten its money's worth in this process from Mr. Calthorpe. We <br /> now have a plan that everyone can acc.,ept. Mr. Pico felt it was the City' s responsibility to make <br /> sure there is a project the community can accept and it should work to get the design guidelines <br /> in parallel with the other processes with the City of San Francisco. He felt we were very dose <br /> to getting a project that Pleasanton can accept and San Francisco can accept and that will be a <br /> jewel for the City of Pleasanton. He has heard nothing from Mr. Calthorpe that this would be <br />-- a rigid, inflexible plan. He also visited Laguna West, which he felt is now booming. They have <br /> a problem because they deviated from the guidelines and he wants to make sure that does not <br /> <br /> 05/21/96 -13- <br /> <br /> <br />
