It was moved by Ms. Michelotti, seconded by Ms. Mohr, to approve the Park <br />Obligation Agreement for the Bernal Corporate Center as recommended by staff. <br />The roll call vote was as follows: <br />AYES: Councilmembers - Dennis, Michelotti, and Mohr <br />NOES: Councilmember Pico and Mayor Tarvet <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> Mr. Tarver did not agree with the allowing the left turn pocket; there are problems on <br />Bernal already because of that left turn. The sewage capacity is a situation of allocation; he did <br />not want to change that agreement now. <br /> <br /> There was a break at 9:20 p.m. <br /> <br /> The meeting reconvened at 9:30 p.m. <br /> <br />(3) Review of Potenthi Community hrk Sit~, (SR96:92) <br /> Dolores Bengtson presented the staff report. <br /> <br /> Ms. Mohr asked if the methane gas from the old landfill would limit use of the Vineyard <br />site. <br /> <br /> Mr. Bcngtson indicated them were limits on use. That could be a special use park and <br />the only limit is when the park can be developed. <br /> <br /> Ms. Mohr referred to the Garms Ranch and indicated it could provide shared use of the <br />area near Foothill without impairing preservation of the natural features. <br /> <br /> Ms. Bengtson indicated the East Bay Regional Park District has been willing to cooperate <br />with the City in using that site, but it is more for open space than community active use. <br /> <br /> Ms. Mohr asked that if there is a shortfall in required park land due to minimum park <br />development and maximum development, could it be made up by shared uses? <br /> <br /> Ms. Bengtson indicated staff would explore that. <br /> <br /> Ms. Mohr asked if the trail system through the arroyos was considered parkland. <br /> <br /> Ms. Bengtson said that was not counted as active use park land. The property must be <br />sufficient for picnics, games, music, etc. where there may be some noise.
