Ms. McGovern referred to an assumption that within the development agreement there <br /> would be collection of fees for the School District to purchase ten acres of land. <br /> <br /> Mr. Tarvet indicated that was correct. Ms. McGovern's recap about the plan was <br /> complete and accurate. The discussion about the school site size was not resolved to his <br /> recollection. There was discussion about whether fees would pay for it, but there was also <br /> discussion about a cooperative agreement with San Francisco and getting a plan everyone could <br /> accept. There was no direction that said the School Dish-ict shall have ten acres. <br /> <br /> Ms. McGovern agreed with that. The agreement first started with joint use of gyms and <br /> saving money because the District and the City serves the same population. If that does not <br /> work, then there needs to be some discussion to see where they go next. <br /> <br /> Ms. Mohr believed Ms. McGovern was indicating that she would like to have the new <br /> plan come back to Council for review before proceeding further. <br /> <br /> Ms. McGovern agreed she had a few concerns one of which was talking to Sacramento <br /> about Lagtma West and its problems. She was also concerned about the timing of the review <br /> process and to mal~ sure Pleasanton does not lose its opportunities. <br /> <br />- Rick Nelson, Project Manager for San Francisco Water Department's Bernal Property, <br /> indicated he hopes to have a plan before the Board of Supervisors in lune. Regardless of what <br /> happens in the County, San Francisco will continue discussions and try to move the project <br /> through Pleasanton. It was out of frustration on San Francisco's part which caused it to process <br /> an application through the County. For everyone's benefit, it is worthwhile to continue to work <br /> with Pleasanton to get a plan everyone can agree to. Assuming San Francisco gets approval <br /> from the County, there are no immediately plans to bring out the bulldozers. Whether there is <br /> approval in the County and/or Pleasanton, there is a lot of predevelopment work still to be done <br /> before construction commences. Although the process had diverged from what he had expected, <br /> it seems there is still progress and he hopes it will come to conclusion. <br /> <br /> Mr. Tarvet asked his opinion about timing for design guidelines and bringing the <br /> proposal back for review. <br /> <br /> Mr. Nelson felt first Mr. Calthorpe needs to come back with the revised plan from the <br /> April 11 meeting. He felt there should be another level of analysis of that plan. He had <br /> concerns about the accuracy of some of the land use allocations shown on the plan. Assuming <br /> there is general agreement on the plan, there should be additional analysis. Before getting into <br /> design guidelines, there a lot of other issues to be decided: a specific plan, development <br /> proposal, development agreement, and some other big issues. He felt we were losing sight of <br /> the course. It is not wise to spend time on the details before reaching agreement on the general <br /> context of the plan. litis is like building a house and deciding on the wallpaper for the <br /> bathroom before putting up the walls.
