(IR96:20)

Brian Swift presented the staff report.

Ms. Michelotti asked if he had any idea when a written proposal would be submitted.
Mr. Swift did not know when or if a proposal will be submitted.

Ms. Dennis indicated she had received a letter from Ray Thompson with a clipping
enclosed regarding Bay Meadows' proposals for improving its current site.

Mr. Tarvet wanted to resolve the land use issues. He requested a closed session to
discuss land use control for non-fair activities. Council has been put in the position several
times of having citizens come before Council with concerns about proposed activities on the
FairFounds and the Council cannot respond. He was not in favor of moving Bay Meadows
activities to Pleasanton. If the Fair Board does not agree that it should present proposals to the
City Council, the he felt the City should pursue the issue in court. If them is nothing the City
can do, then all these citizens should present their concerns to the Board of Supervisors.

Ms. Michelotti indicated the message has been taken to the Fair Liaison Committee, and
as of the last meeting there has been no information presented from Bay Meadows.

Ms. Dennis indicated she had received a lot of phone calls and the input is helpful, so
that when a proposal finally comes forward, the Council will have a response. She also advised
citizens to contact the Fair Board and the Board of Supervisors. That is all that can be done at
this point, until a specific proposal comes forward.

04/02/96 -5-
