-- sending less to the landfill because of AB 939 mandates and recycling. He represented a bay
area trash compactor. He indicated the compacted rate is twice that of loose garbage and he felt
the rate was arbitrary since compacted waste is not necessarily heavier than other kinds of
garbage. He felt compacting was more efficient because it takes less space in a land ffil. The
landffil space is limited, they are expensive to close and none has ever closed because it was too
heavy. PGS pays a tipping fee based on tonnage as a convenience to the landfill operator. The
compact rate does not look at the decrease in trips made by the garbage truck, reduction in fuel
costs, labor, truck depreciation, reduced road wear and tear and reduced air and noise pollution.
He feels compactors are doing a positive service and should not be penalized. Mr. Shea urged
rates to be adopted based on volume and that the City not limit outside recyclers from accessing
commercial recyclables. In other cities that has been successful in creating competition and
taking more material out of the waste stream.

Mr. Sherwood indicated staff is recommending compacted rates be a subject for further
hearings because them are issues that need more investigation.

Wendy Sommer, 3526 Mendenhall Court, referred to Table 2 showing rate comparisons
and felt this was portrayed unfairly. She felt the variable can rates are a disincentive for people
to reduce the waste stream. She indicated the rates for Dublin includes the three containers of
recyclables, 48 gallons, in addition to the 32 gallons. So she did not feel you could compare
the 32 gallons in Pleasanton to the 32 gallons in Dublin. If you include the blue bags in the 90
.____ gallon bin, you are not really getting 90 gallons of garbage. She agreed with the prior speaker
regarding an open market for commercial recycling. She supported using Measure D funds for
the greenwaste containers. She questioned biweekly collection because of possible odor
problems.

Ms. Micheloff thought Livenore has a biweekly program for greenwaste pickup.

Mr. Sherwood indicated that was correct and there are special vented containers that
relieve odor problems. The trade-off is if there is a weekly program, it will increase the cost.

Angelina Summers, 4750 Sutter Gate Avenue, reiterated the dilemma of single people
who do not fill their garbage cans. She also indicated she recycles as much as possible and
described her program. She believes that every household should be billed for garbage
collection.

Ms. Mohr did not think that would be a solution.

David Troy, 3526 Mendenhall Court, expressed his dissatisfaction with the current
garbage service. He urged more emphasis on recycling and reduction of the waste stream. He
supported the variable container sizes and rates.

04/02/96 -14-
