Ms. Mohr pointed out green waste is a significant part of the waste flow stream and this <br />will help us meet the Tanner Bill requirements. <br /> <br /> Mayor Tarvet declared the public hearing open. <br /> <br /> Joanne Guss, 7443 Stonedale Drive, urged denial of increases in the garbage rates. She <br />felt the service here was not as good as she had in San Mateo. In San Mateo there were cleanup <br />days four to six times a year when the refuse company, at no extra cost, picked up three cubic <br />yards. Pleasanton Garbage does not do this. She spoke to Mr. Molinaro and he said cities that <br />do the cleanup days have higher rates. Ms. Guss indicated she did a survey and among <br />Pleasanton, Livemore, Dublin and San Ramon, Pleasanton pays the highest rate and has the <br />least amount of service. Dublin and San Ramon have an extra pickup of three cubic yards three <br />times a year at no extra charge, plus recycling and green clippings. Livemore has four times <br />a year for cleanup, recycling and yard waste. She indicated she lives in a townhouse and has <br />no green waste and suggested extra trash pickup in lieu. Mr. Molinaro said that could not be <br />done. She could support a small increase in rates if there was extra trash pickup. <br /> <br /> Mr. Tarver indicated the staff report says Pleasanton is the lowest in the Tri-Valley area <br />and there is one additional curbside pickup in the Spring for green waste. <br /> <br /> Mr. Sherwood indicated there are two days in the year when residents can bring refuse <br />to the transfer station free of charge. <br /> <br /> Ms. Mohr wanted to be sure everyone was aware there was a place in Livemore for <br />taking household hazardous material, such as paint cans, etc. <br /> <br /> Herbert Marshall, 3202 Clifford Circle, felt there would be an odor problem if there was <br />biweckly green waste pickup. <br /> <br /> Paula Passantino, 6360 Stoneridge Mall Road frI101, representing the management <br />company for the Stoneridge Apartments, supported the current recycling programs, but she felt <br />the rate increases over the last four years were excessive. She also felt Pleasanton rates were <br />higher due to the material recovery facility (MRF), which is the automatic recycling program. <br />She understood the initial increase was due to the MRF and wonders is it is being used <br />effectively. She referred to the requirement for apartments to use a trash compactor and felt the <br />MRF will not be effective. <br /> <br /> Sue Janas, 14 Grey Eagle Court, spoke regarding the need for waste reduction. She <br />supported the variable can size because it will be an incentive to reduce the waste in the home. <br />She urged people to practice home cornposting. <br /> <br /> Tim She. a, 569 St. John Street, urged support of the variable rate because many people <br />do not generate enough waste to fill the large containers and should not have to pay the same <br />rates. He found it interesting that the garbage company is increasing rates when it should be <br /> <br />04/02/96 -13- <br /> <br /> <br />
