Donald Temple, 6409 Alisal Street, President of the Alisal Improvement Association, <br /> congratulated staff on a well-done presentation. He agreed there is a need for the golf course <br /> and most residents support it. It will maintain the character and environment of the Valley, <br /> however, they were surprised by some of the details, such as 24 homes. They are willing to <br /> work on the details to arrive at a consensus. He felt it was premature to spend $700,000 to plan <br /> the golf course separate from other issues in Happy Valley. He wanted Happy Valley designated <br /> as a study area to plan the entire Valley and to establish a task force with a deadline of six <br /> months to provide recommendations for further actions. <br /> <br /> Mr. Tarvet indicated there was time to work with a committee while staff proceeded with <br /> the planning of the golf course. It was not going to present a plan for eight months. Mr. <br /> Tarver wanted to clarify that there was support for the golf course so it could continue to invest <br /> funds to make the course a reality. <br /> <br /> Mr. Temple felt the golf course could be a good amenity, but did not want an increase <br /> in housing and reiterated his concerns regarding Happy Vally Road and traffic impacts. He did <br /> not want a "Foothill Boulevard". Mr. Temple felt the residents supported an evaluation process. <br /> He objected to spending $700,000, but would agree to incremental steps. <br /> <br /> Roger Smith, 6344 Alisal Street, Vice President of the Alisal Improvement Club, agreed <br />-- a golf course in Happy Valley is a good idea. He supported the proposal to designate Happy <br /> Valley as a study area. However, he was not in support of a parallel approach. He felt a plan <br /> for the entire Valley had to be in place before planning the golf course. He believed the current <br /> proposal does little for the current residents, who will have to suffer increases in traffic and will <br /> not meet their needs for water and sewage facilities. He raised objections to the appraisal and <br /> other financial projections. He did not think there was a need for 24 homes to make the project <br /> viable. Most people would prefer to see nothing change, but if development is inevitable let's <br /> work together to make this unique valley a jewel for Pleasanton. <br /> <br /> Mr. Tarver asked staff if it were possible to phase the project without committing a lot <br /> of resources up front and could it resolve issues in six months to allow this project to continue. <br /> <br /> Mr. Smith believed answers would be available within three weeks. <br /> <br /> Gary Schwagerle, 189 West Angela Street, felt this was a great opportunity to have a golf <br /> course and strongly supported the project. <br /> <br /> Dennis Glafkides, 737 Happy Valley Road, had concerns about access to the planned <br /> development. He did not think Alisal or Happy Valley were good roads to use because of blind <br /> curves, no shoulders, drop offs, lack of lighting, wandering animals, etc. <br /> <br /> Bill Howell, 6651 .Alisal Street, urged Council to take more time to allow the residents <br /> to review the issues. <br /> <br /> 03/05/96 <br /> -9- <br /> <br /> <br />
