-" Roger Manning responded to some comments. It was the City staff not the land owners <br /> that recommended the dual track system. He urged planning the golf course issues now and <br /> working the next six months to resolve the residents' issues. He was not concerned about which <br /> property annexed to the City. Those with problems with water or sewer have always had the <br /> ability to get water from the City. <br /> <br /> Harley (Bud) Adcock, Pastor of the Faith Chapel, agreed that there would be problems <br /> with traffic and felt the solutions should be found now instead of waiting until later. He did not <br /> feel an additional three to six months should be a problem. <br /> <br /> E. J. Leek, 1698 Greenwood Road, urged the Council to get on with the golf course so <br /> he would have a chance to play on it (he is currently 71 years old). He read a newspaper article <br /> about a man who started playing golf at age 92 and is now 103 and still playing. <br /> <br /> Karin Mohr left the meeting at 10:05 p.m. due to illness. <br /> <br /> AI Morris, Happy Valley Road, asked if the Happy Valley Road improvements were part <br /> of the cost analysis for the project. He also was concerned that the flooding problems be <br /> considered. <br /> <br />__ Mr. Lum indicated $50,000 had been allocated to widen a specific turn on Happy Valley. <br /> Other improvements are being considered. <br /> <br /> Mr. Tarvet indicated other improvements would be taken into consideration in the <br /> environmental document which will consider traffic, noise, etc. That will not begin until <br /> November 1996. Traffic, sewer, water, etc. will be addressed in the process. <br /> <br /> Ms. Acosta indicated it was important to move forward with the design of the golf <br /> course. Staff feels it is also critical to retain a project manager as soon as possible. Hiring <br /> people would take approximately 45 days. <br /> <br /> Mr. Tarvet asked if it were possible to have meetings with the residents to resolve the <br /> issues before proceeding with the other steps. <br /> <br /> Ms. Acosta indicated one of the key challenges was not taking any more staff time in the <br /> middle of the work on the San Francisco plan and the General Plan update. The same people <br /> wffi be working on all these issues and it is very difficult to allocate any more time without a <br /> project suffering. From now until lune, there is just no more staff time to allocate. <br /> <br /> Ms. Micheloff indicated this proposal requires the City to purchase the land for the golf <br /> course and the City has to expend a sizeable sum of money to get the project started. The funds <br /> to pay for this will come from bonds which will be repaid by proceeds from the operation of the <br /> golf course. No taxpayer inoneys will be spent.
