(3R96:55) <br /> <br /> Dolores Bengtson presented the staff report. <br /> <br /> Ms. Dennis asked if there were any restrictions on the configuration of acreage that could <br /> be bought on Lot 60. <br /> <br /> Ms. Bengtson indicated the south end of the property would be best to keep a park <br /> centrally located and ideally it should be contiguous to the linear park. <br /> <br /> Mr. Tarver asked for clarification that on a PUD approval, Council can require that land <br /> be provided for a park. <br /> <br /> Mr. Swift indicated that was generally true, except for subdivisions of fewer than 50 lots; <br /> then Council can only require fees, not land. At the PUD stage, Council has more flexibility <br /> in what it asks for. <br /> <br /> Mr. Tarver asked if in the past whether the Council's review of PUDs considered the <br /> value of the land the City would have to purchase for park purposes. <br /> <br /> Mr. Swift stated that in this instance, the requirement to provide a five acre neighborhood <br /> park was conditioned at the time the General Plan was modified. No specific site was selected. <br /> A draft proposal was presented to Prudential before staff was directed to look at a potential <br /> community park in conjunction with the Signature project. The staff has always been aware that <br /> a park has to go someplace in order to meet the park requirement. <br /> <br /> Mr. Pico referred to Table 2 and the funds available for purchase of the park land. He <br /> asked if there were enough money from Signature to purchase this park site and improve it. <br /> <br /> Mr. Swift indicated that was correct. <br /> <br /> Mr. Pico then referred to subsequent development on Lot 60. If that requires a new <br /> PUD approval, at that point would Council have ability to request that. 1025 acres per dwelling <br /> unit be provided for park land? If so, there is the possibility of an additional five acres of park. <br /> Is there discretion that the dedicated land be near the residential units and be near the land <br /> currently proposed for purchase on Lot 25A. <br /> <br />-- Mr. Swift thought that was correct. <br /> <br /> 02~20~96 -6- <br /> <br /> <br />
