to the San Francisco plan; this is the opportunity to look at an objective plan. She agreed there
is a strong desire for a golf course.

Mr. Tarvet indicated the $48,000 pays for a lot more than an alternative without a golf
course. It is for design guidelines, alternatives to benefit San Francisco and the City, and to
look at open space and as many aspects as possible from people who plan a little differently than
San Francisco.

Mr. Pico indicated the major intent is to understand the alternatives for development of
this property. We must give the opporUmity to select the best alternatives. This is another
objective planning look at the property. He urged everyone to come back and discuss the
alternatives.

Mayor Tarvet indicated this is not on the agenda and he did not see support to reconsider
the decision. He urged a return to the agenda.

Ms. Michelotti indicated she had voted against this because of the no golf course
alternative and felt that could be explored in the EIR.

Kay Ayala, 4515 Gatetree Circle, felt the direction to the consultant will not open
alternatives. Council requested a neo-traditional plan. Her concerns with neo-traditional are:
the golf course will be on the west side of the freeway and those on the east side will have all
the traffic, housing and commercial. Her other concern is that San Francisco has said it will
not consider a plan without a golf course. She felt the neo-traditional plan with no golf course
will leave 150 acres of open space, which will have to be purchased by the City; San Francisco
will not give it to us. How will the City pay for this?

Ms. Wilson and Ms. Nystrom indicated they had collected $596.50 and thanked
everyone.

Ms. Acosta indicated there had been at least five letters responding to Mr. Powell after
the litigation and payments. To suggest his questions were not answered is unfair.

Mr. Tarver reiterated that fact and that Council has tried to convey its support of the
Police Department and its procedures. He hated to remain silent through Mr. Powell's
comments, but there is nothing that can be said that will satisfy him.

Chief Eastman congratulated Council on its patience.

David Morris, 324 Adams Way, supported the golf course on the San Francisco property.
He did not want a goff course in south Pleasanton. That is the last farm land in Pleasanton
where kids can raise animals. Young people need to be kept occupied and that area should not
be lost.

02/20/96 -5-
