Frank Brandes, 6889 Cone Sonada, supported placing a ballot measure to enact term <br />limits sirnilnr to the previous advisory measure. He clarified that the term limits would be for <br />consecutive terms. He also asked if the measure were passed, would it be retroactive to <br />currently serving Councilmembers, and how would it apply to Councilmembers who are half <br />way through their terms? <br /> <br /> Mr. Roush indicated it would not be retroactive per state law; therefore current <br />Councilmembers would be eligible to run for two consecutive terms after their current terms <br />expire. <br /> <br /> Mr. Brandes referred to how expensive campaigns have become. He suggested <br />discussion of election by district. This would reduce the area in which a candidate had to <br />campaign and would reduce costs while increasing contact with constituents. <br /> <br /> Ms. Michelotti asked for clarification that an individual could serve as a councilmember <br />for eight consecutive years and then serve as mayor for eight consecutive years for a total of 16 <br />consecutive years on the Council. <br /> <br /> Mr. Roush indicated that was correct. <br /> <br /> It was moved by Mr. Pico, seconded by Ms. Dennis, that the Council sponsor an <br />initiative on the November 1996 ballot to set term limits for the mayor and councilmembers <br />in substantln!!y the same language as the advisory measure in 1993. <br /> <br /> Ms. Michelotti asked what the cost would be. <br /> <br /> The City Clerk indicated the P, egistrar's office is changing the method of charging for <br />elections and would be charging per registered voter and not per ballot item. <br /> <br />Tho roll call vote was as follows: <br />AYES: Councilmembers - Dennis, Michelotti, Pico and Mayor Tarver <br />NOES: None <br />ABSENT: Councilmember Mohr <br />ABSTAIN: None <br /> <br />02~06~96 12 <br /> <br /> <br />
