Mr. Roush indicated Council would have to decide that. For example, if Council had <br />adopted this for the last election, it could say contributions for the 1996 election could not be <br />received until January 1, 1996 or May I, 1996. <br /> <br /> Council further discussed the time period for receiving contributions. <br /> <br /> It was moved by Mayor Tarver, seconded by Ms. Dennis, to dose the period of time <br />for receiving contributions as of the last filing date before the election and discussions will <br />be held to determine when the period would be opened. <br /> <br /> Ms. Dennis indicated this action may work against candidates who are faced with last <br />minute hit pieces; however, she thought it was bettex to have more disclosure than less and ff <br />the action is taken now, people will know that Council is not responding to a particular situation, <br />but merely to get the fullest disclosure possible. She felt it was acceptable for a smaller <br />jurisdiction to have more restrictive legislation than the state. This is the computer age and she <br />felt keeping track of disclosures will become simpler. <br /> <br /> Ms. Mohr indicated she had been through four campaigns and observed various <br />situations. She felt the state requirements meet the standards for disclosure and did not like the <br />$25.00 disclosure limit. She believed the current Pleasanton regulations and proposed changes <br />are a decided advantage to the incumbents and would like to go back to the state requirements. <br /> <br /> Ms. Michelotti felt this was totally unfair to the new candidates. In discussing term <br />limits, there will be more turnover and more new people. <br /> <br /> Mr. Pico was also not in favor of the motion and felt the current regulations were <br />adequate. They should be tested for a couple of campaigns before changes are made. He felt <br />the $25.00 disclosure limit was acceptable. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmember Dennis and Mayor Tarver <br />NOES: Councilmembers - Michelotti, Mohr and Pico <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> The motion failed. <br /> <br /> Ms. Mohr left the meeting at 8:43 p.m. due to ill health. <br /> <br />Item 6e <br />IJrnlt_~tions on terms of office for Ma_vor and City Councilmembers.
