This is not the best property, but it can be used <br />for a park now for the people who are living them. He urged Council to get something done <br />soon. <br /> <br /> Ms. Dennis agreed five acres was probably not enough for a neighborhood like this. She <br />asked if it were possible to purchase acreage in Lot 60 to link the two parks together. <br /> <br /> Mr. Swift indicated the City had the fight to acquire any property through eminent <br />domain, but it must pay fair market value for anything more than what the park dedication <br />ordinance requires. If the Spanos project stays at its current size and number of units (which <br />it won't if you take five acres out for a park), that would translate to the 4.7 acres. If you <br />reduce the size of the project, you also reduce the mount of land you can require to be <br />dedicated for park land. Anything beyond the dedication can be purchased by Council. To buy <br />and improve the park would take more in-lieu fees away, but it is up to Council to determine <br />how those fees will be spent. Council has already used fees generated by the north Pleasanton <br />development for community parks. Staff felt because of the demographics it was more useful <br />to have a community park. <br /> <br /> Ms. Michelotti wanted to get on with this park. Opportunities have slipped away in the <br />past. Demand is increasing for property in Hacienda. The Economic Development Advisory <br />Committee has recommended that land in the business remain zoned for commercial/office. She <br />disagreed with previous speakers and feit it could be a good park site. It is close to the <br />neighborhood. She is not closed to considering other alternatives, but did not want to wait <br />forever. <br /> <br /> Ms. Acosta indicated Council could accept this site as a neighborhood park site and still <br />continue to look at other sites as the Spanos application is reviewed. <br /> <br /> Mr. Pico felt the City had the money to buy eight acres if it wants and should buy the <br />biggest and best site for a neighborhood park in this area. We can acquire it and then look at <br />how it is developed later.
