The roll call vote was as follQws:
AYES: Councilmembers - Dennis, Michelotti, Pico, and Mayor Tarver
NOES: None
ABSENT: Councilmember Mohr
ABSTAIN: None

Mr. Tarver realized this process will be a tremendous drain on staff, the public, the
Planning Commission, the Council and everyone, but he felt the sooner an economic analysis
can be completed, the better for the process. We need to consider all the options presented by
the public.

Ms. Michelotti wanted the proposed workshops to be very hands-on, so people can
review the plans and give input. She is still working on her proposals.

Mr. Tarvet felt the workshop will be an educational experience as well as to consider the
plugs and minuses of the alternatives depending on where uses are moved.

Item
ReOort on proposal to acquire nei_~hborhood Dark land frgm Pr~l~n~i.! In~r~nee
Hacienda Business P~rk. (SR 96:22)

Brian Swift presented the staff report regarding acquisition of the property. Dolores
Bengtson presented the portion of the staff report describing the park design, development, and
usage.

Mr. Tarver asked if there was enough money from the park dedication fees to buy the
proposed parcel and develop it.

Mr. Swift indicated Signature is paying its park fees as its pwperty develops, so not all
of the fees have been collected yet. However, Council had previously amended the Signature
PUD in such a way that Signature could develop the park as a credit against its park fee
obligation and that would accomplish what Council wished for this pwperty. He further
clarified there is still a process to go through before acquiring this property from Prudential.
Staff must prepare a negative declaration and have a review by the Planning Commission for
General Plan consistency, etc.

Ms. Dennis wanted to be sure the residential developments within walking distanc~ of
the proposed park had been notified and that Council would get community input.

Ms. Bengtson indicated that if Council moves forward with any neighborhood park in the
area, notices would be sent to everyone affected to identify their needs and to get their input.
There is a very public process for park planning.

01/16/96 -17-
