Ms. Ayala asked if staff could look at alternatives for the turn restrictions.

Ms. Dennis wanted to give the community an opportunity to provide input on traffic
calming alternatives knowing the number of vehicles that would be involved with an approved
project. She would like to see if the committee could come up with less restrictive alternatives
that still will circulate the traffic.

Mayor Tarver clarified that the intent is to have the developer implement the
recommendations of the committee or to implement the recommendations that Council approves
after the Traffic Calming Committee has an opportunity to make recommendations to Council.

Ms. Dennis said yes, but no later than at the tentative map stage.

Ms. Michelotti mentioned the North Kamp area and Martin Avenue restrictions needed
to be looked at. She did not support restrictions prohibiting residents going from North Kamp
to South Kamp.

Mayor Tarver clarified the Council is voting on the PUD plan with conditions. The
traffic restriction condition will come back before the full Council at a later date if the PUD plan
is approved.

It was moved by Ms. Dennis, and seconded by Ms. Ayala, to introduce Ordinance
1731, approving the application of Ponderosa Homes for prezoning and development plan
approval as f'ded under case PUD-96-10 with the conditions stated in Exhibit B, except that
Condition No. 49 shah be rewritten to include that the developer shah be responsible for
the design and installation of traffic calming devices on streets affected by its traffic, which
devices shah be either as recommended by the ad hoc committee or alternatives as approved
by the City Council following recommendation from the traffic calming steering committee;
the decision as to what devices and programs shah be made prior to approval of the
tentative map, as stated in Exhibit B.
The roll call vote was as follows:
AYES: Councilmembers- Ayala, Dennis, and Michelotti.
NOES: Councilmember Pico and Mayor Tarvet
ABSENT: None
ABSTAIN: None

7.
