new standard in the year 2002 based on data gathered in 1999, 2000, and 2001. If the Bay Area <br />is designated as a non-attainment area based on the new standard, there would be three years to <br />prepare an attainment plan. She hoped that cities and counties would participate in helping to <br />prepare an attainment plan. She mentioned the major source of air pollution is motor vehicles <br />and all will need to do their part to help bring clean air to the region. <br /> <br /> Ms. Dennis asked what drew the EPA's attention towards the finer particulate matter. <br /> <br /> Ms. Roggenkamp said the United States Environmental Protection Agency and other <br />agencies sponsored numerous studies to evaluate the health impacts of air pollution. <br /> <br /> Ms. Michelotti understood the State standards to be stricter than the Federal standards <br />and asked if the studies would have a negative outcome. <br /> <br /> Ms. Roggenkamp said yes. <br /> <br /> Mayor Tarver asked on average is the new standard better or worse and did she expect <br />Pleasanton to exceed the new standard. <br /> <br /> Ms. Roggenkamp said the new standard is more stringent. It is hard to say if Pleasanton <br />would exceed the new standard. In 1997, the levels did not exceed the national standard, but <br />there are two years left to go. <br /> <br /> Charlie Peters, 84 Hoy Avenue, Fords, NJ 08863, spoke about how the new <br />environmental policies affect the area. He said there is a bill before the Congress that may <br />affect the San Francisco area. This bill demands that San Francisco Bay Area residents would <br />pay to clean up the amount of pollution going into the Central Valley. The residents of San <br />Francisco would be taxed to provide money to the regulatory agencies in the Central Valley so <br />they can mitigate impacts on air quality. He formed an organization in 1991 to address air <br />quality concerns. This organization has put together a suggestion on how to run a smog check <br />program that would serve the public. He wanted the City Council to put this issue on the <br />agenda to hear about how the residents of Pleasanton will be treated. <br /> <br />6.
