5. MEETING OPEN TO THE PUBLIC

David Glenn, 10 Tehan Canyon Road, addressed two concerns he had with Tehan
Canyon Road and the Boulevard Development project: 1) the drainage culvert under the
easement and 2) the bypass access. He felt the culvert was not adequate to handle the drainage
for this area. He asked for the bypass to be restored so it could be used for emergency access
and in the event there are problems on Tehan Canyon Road.

Mr. Pico asked what he would like the City to do.

Mr. Glenn said he would like this item put on a future agenda so he could clearly
articulate what his concerns were. He has at least five or six concerns in addition to the two
mentioned.

Frank Lehne, 50 Tehan Canyon Road, had three concerns. He would like (1) the bypass
road to be left open; (2) make sure the fencing was done properly; and (3) to clarify the use of
an electric gate. He was also concerned about a manhole cover within the street easement.

Ms. Acosta said it is difficult to address these detailed issues at this meeting. She asked
the property owners to schedule time with staff to work through these issues.

Mayor Tarver said Council appreciated Mr. Glenn and Mr. Lehne bringing these issues
to its attention; but a better approach would be to bring the issues to staff and see if the issues
could be solved.

Kris Jarvis, 1980 Palmer, thanked Council for the progress that was bring made on the
Martin Avenue bike path and for having the trees trimmed. Her next concern would be to have
Cameron widened, the bike paths on Cameron installed and three way stop signs put at the
comer of Cameron and Martin with crosswalks.

Mr. Lum said the delay with the bike path on Martin was coming to an agreement with
Kaiser Sand and Gravel for the right to use its property. Kaiser Sand and Gravel has now given
the City a right of entry to construct the bike path. An agreement for permanent access should
be reached in the next few weeks. Staff is working on a design for the widening of Cameron
and providing a bike path. Staff will hold a neighborhood meeting within the next few weeks
to review pertinent issues. The stop sign issue will need to go through the normal process.

Ms. Ayala asked if the walking and biking programs were still successful.

Ms. Jarvis said yes.

Mayor Tarver asked if staff anticipated another hearing in regards to funding for these
-- issues.

Pleasanton City Council 10/07/97
Minutes 4
