Mayor Tarver asked her if she agreed with the wagering facility use as a historical use. <br /> Ms. Michelotti said the wagering facility was already there. <br /> <br /> Mr. Roush said the idea was to legitimize what was already there. <br /> <br /> Ms. Michelotti said other events are held in the satellite facilities besides wagering. <br /> <br /> Mayor Tarvet felt the agreement needed to be modified. He suggested the following <br />changes: remove the reference to Exhibit A; delete the parimutuel wagering satellite facility; <br />and make stables/horse racing training facility a limited facility. <br /> <br /> Mr. Swift said the historical use section was trying to describe the existing facilities on <br />the site and stating those facilities could continue to function as they have in the past. He <br />explained it would be hard to determine ahead of time what a private and non-private use would <br />be. Exhibit A has been prepared and listed every event that happened at the Fairgrounds in <br />1996. It was intended to show Council what kind of uses have happened in those existing <br />facilities. It was inadvertently not attached. <br /> <br /> Mayor Tarver said he would like to see Exhibit A. He understood the whole issue of <br />"for profits" doing a weekend activity and he did not want to discourage this. He preferred the <br />wording to say "and are of a temporary nature". <br /> <br /> Mr. Pico said he wanted to be cooperative even though he had some concerns, but he <br />understood the City would have the option to contest such issues. If the agreement is approved <br />he would like to attach a letter of clarification on Council's concerns. <br /> <br /> Ms. Michelotti asked if it would be possible to make up a list of concerns for her to take <br />to the Fair Liaison Committee. She felt this agreement was a positive step in the right direction. <br /> <br /> Mayor Tarver declared the public hearing open. <br /> <br /> David Jones, 1605 Rose Avenue, expressed his concerns with the land use agreement, <br />especially with the trailer park. He felt Council would make a wise and fair decision. <br /> <br /> Ms. Ayala suggested that he attend the Fair Board meetings now that they will be open. <br /> There was no further testimony. <br /> <br /> It was moved by Mr. Pico, and seconded by Ms. Michelotti, to adopt Resolution No. <br />97-117, approving the Land Use Agreement for the Alameda County Fairgrounds; <br />authorizing the Mayor to sign the attached letter to Alameda County Board of Supervisors <br />and directing the City Manager to forward it to the Alameda County Board of Supervisors. <br /> <br />Pleasanton City Council 09/16/97 <br />Minutes 14 <br /> <br /> <br />
