Mr. Bocian said Council could add conditions as it sees fit. <br /> <br /> Ms. Michelotti asked about the assessment bonds on the property and how the <br />assessments are used to pay for capital improvements. <br /> <br /> Mr. Bocian said there are particular assessments that have been placed on the property <br />and those assessments have been used to make various types of capital improvements for traffic <br />mitigation, etc., in the sum of $5.5 million. <br /> <br /> Michael Roush presented the staff report for Item 6a(4). <br /> <br /> Ms. Acosta said the Dublin reimbursements to the Business Park owners relate to traffic <br />improvements; the City of Dublin was advanced funds by the assessment district to construct a <br />secondary road that had to be constructed to allow the Hacienda interchange to be opened. That <br />advance involves $3 million that would go back to the property owners. Additional money, <br />approximately $7 million, for freeway infrastructure, will be returned to the City of <br />Pleasanton. <br /> <br /> Mr. Pico asked about the two parcels of park land separated by a canal and who would <br />be responsible to construct the bridge. <br /> <br /> Mr. Roush said the City would be responsible to construct the bridge from the park fees. <br /> <br /> Mr. Swift said the Planning Commission did recommend approval of the project by a 4-1 <br />vote. The Planning Commission does not review growth management requests. The Park and <br />Recreation Commission recommended approval of the proposed two plans for the parks. <br /> <br /> Mark Sweeney, 4309 Hacienda Drive, representing Prudential Insurance, said he was <br />available for questions regarding the Hacienda Business Park. He gave a brief report on the <br />history of this project. He said Prudential and Security Captial have worked hard to propose <br />a project that is acceptable. This project is in complete compliance with the City's general plan <br />and Prudential's development agreement. <br /> <br /> Shyam Taggarsi, 22320 Foothill Blvd, #220, Hayward, representing Security Capital <br />Pacific Trust, gave a presentation on the proposed project. <br /> <br /> Ms. Dennis asked if the term for affordable housing could be extended. She felt that as <br />the City reached build out, there would not be an opportunity to secure affordable housing. <br /> <br /> Mr. Taggarsi realized this is an important issue and was willing to extend the affordable <br />housing indefinitely. <br /> <br />Pleasanton City Council 9/2/97 <br />Minutes 6 <br /> <br /> <br />
