Ms. Ayala referred to several items in the report by Micheal Kelsh that mentioned little <br />research has been done on the RF emissions and that the report says 'we cannot eliminate all <br />uncertainty ". <br /> <br /> Micheal Kelsh, Environmental Health Strategies, the consultant retained by the City, said <br />there have not been a lot of studies done on human population. He said scientists are often <br />asked to provide a black and white answer. There is no black and white answer. No scientist <br />could stand up today and say categorically there will never be research in the future showing that <br />the levels have no effect on people. <br /> <br /> Ms. Ayala asked if he would live within fifteen feet of a tower and if it bothered him that <br />studies have only just begun. <br /> <br /> Mr. Kelsh said he would look at all the literature and determine if there was a reason to <br />be concerned. The studies thus far cannot prove there is any significant effect. There is <br />however, more adverse effect from cellular phones than there would be from these towers. <br /> <br /> Ms. Michelotti asked if he agreed with the charts in the reports. <br /> <br /> Mr. Kelsh said yes he agreed. <br /> <br /> Mr. Bushberg said exposure from cordless phones would be the same as the maximum <br />levels indicated in the studies. He said the levels from a baby monitor are about the same as <br />from a typical PCS, or 1 to 2 microwatts. He stated again there are other things that might have <br />a more adverse effect on humans than these towers. <br /> <br /> Mr. Kelsh said it is not uncommon for earlier studies to give way to later studies. <br /> <br /> Mr. Pico asked how close were children living to the towers in the earlier studies. <br /> <br /> Mr. Kelsh said two factors affect the exposure. One is their height relative to the <br />antenna and the other is the horizontal separation between the antenna and where the person is <br />located. Housing will provide protection against these transmissions. <br /> <br /> Carrie Takeyasu, 6483 Chabot Drive, Suite 100, presented slides showing the proposed <br />sites. She gave a brief overview on how the site was picked. Many factors are looked at when <br />picking a site, such as existing sites, radio frequency emissions to serve an area, sites not too <br />close to other sites, and elevation. <br /> <br /> Julie Skidmore, 20855 Waterford Place, Castro Valley, 94552, gave a brief overview of <br />the project description.
