p. Support Eden Council for Hope & Opportunity (ECHO) by participation in an
Amicus brief concerning Strategic Lawsuit Against Public Participation (SLAPP)
litigation. (SR97:245)

q. Approve the application to partially dose Vineyard Avenue for the Triathlon
event bicycle race on September 21, 1997. (SR97:251)

The roll call vote was as follows:
AYES: Councilmembers - Ayaia, Dennis, Michelotti, Pico, and Mayor Tarver
NOES: None
ABSENT: None
ABSTAIN: None

MEETIN~ QPEN TQ THE PUBLIC

Pat Stillman, 2934 Killcare, Sunol, President of Save Our Sunol, spoke in opposition to
efforts to move the Renaissance Pleasure Faire to Sunol. She was concerned about traffic, fire
danger, etc. and urged Council to support the efforts of the Save Our Sunol organization to
block the plans of the Renaissance Pleasure Faire.

John Innes, 1586 Foothill Road, member of the Coalition to Preserve the Arroyo de la
Laguna Water Shed, also spoke in opposition to the Renaissance Pleasure Faire. He asked
Council to hold a public hearing on this subject to make sure the community is informed of the
impacts and to get public input. He stated that no formal application has been submitted to
Alameda County, but there have been discussions with the San Francisco Public Utilities
Commission, the owner of the property.

Mr. Ta_rver believed the Council agreed with Mr. Innes and Supervisors Steele and
Haggerty have been contacted regarding this subject. A single topic meeting has been discussed,
but until an EIR or an application is submitted, it is unclear what the development is in order
to discuss specifics.

Mr. Innes was concerned that the Renaissance Pleasure Faire proposal could "slip in"
under the Bernal Avenue property approvals. He wanted to be sure the public was aware of this
situation. He asked if the application, when it is submitted, would be heard before the Alameda
County Board of Supervisors, or the Pleasanton City Council.

Mr. Tarvet indicated his personal position is that there is no way that negotiations with
the San Francisco Water Department would include an agreement for the Renaissance Faire
application to go forward. He also indicated there would probably be two hearings, one before
the City Council and one before the Board of Supervisors.

Pleasanton City Council 08/26/97
Minutes 4
