$75,000 (total of $110,000) for continued project management services.
(SR97:220)

Th~ roll call vote was as follows:
AYES: Councilmembers Ayala, Dennis, Michelotti, Pico and Mayor Tarver
NOES: Mayor Tarver voted on item 4k and 41; Councilmember Pico on 4r.
ABSENT: None
ABSTAIN: None

5, MEETING OPEN TO THE PUBLIC

Mayor Tarver said that while he was at the Mayor's conference it was a pleasure to have
Pleasanton recognized nationally for the HUD program.

Ms. Acosta said Scott Erickson, Housing Specialist, has done a fantastic job of pulling
the program together. HUD uses an initiative process to reward cities. Pleasanton was chosen
for the John Jay Gunther and Blue Ribbon and Best Practices Community Development awards.
She said without Scott's efforts Pleasanton would not have won this award. She said Scott also
had the honor of representing Pleasanton at the conference in Houston.

Scott Erickson thanked everyone for the comments. He said he was proud to represent
the City. He presented a pin to the Mayor and Councilmembers. He is hopeful that with this
recognition Pleasanton will be able to secure federal grant money for City programs.

Ed McGovern, Longview Drive, supported the junk gun ordinance. He felt the purpose
of a handgun was to kill a human being; limit the freedom of a person by the threat of death;
or it becomes an instrument for a depressed person. He spoke on his experience with handguns.
Being a pediatrician he has been exposed to situations involving children using handguns. He
said criminals do not call ahead, they prey on the unsuspecting. He handed Council a document
on violent behavior and firearms. He said the article stated that people axe safer if there is no
gun in the home. If other cities pass similar ordinances, then people will come to Pleasanton
to buy guns. The City Council must act together and pass the junk gun ordinance. He said even
though the ordinance is not perfect, it is a good beginning. He asked Council to be proactive.
He specifically asked Mr. Pico, Ms. Michelotti and Mayor Tarver to join Ms. Ayala and Ms.
Dennis and pass the junk gun ordinance, to make a statement that Pleasanton will not tolerate
empty dining room chairs caused by unnecessary, improper and unintended uses of hand and
junk guns.

Mayor Tarver said he did not want to hear the gun ordinance issue again. He understood
the request is for Council to reconsider putting this ordinance on the ballot. He said the vote
on the ordinance was 4-1 in favor of adopting the ordinance, after the Planning Commission has

Pleasanton City Council 07/15/97
Minutes 6
