Ms. Ayala asked how aggressive is the manufacturing plant in Fremont to resolve the <br />problem of the traffic congestion. Is there any kind of program to encourage car pooling or <br />other means of mass transportation? <br /> <br /> Mr. Fayer said the company recognizes there is a problem and has adjusted its schedule <br />several times. Most of the major employers in the area offer programs, but they cannot force <br />their employees to use them. <br /> <br /> Ms. Ayala asked if there was enough Measure B money to do all the projects. <br /> <br /> Mr. Fayer said if Measure B is reauthorized for twelve years, it would generate one <br />billion dollars; there are 6.7 billion dollars worth of projects. <br /> <br /> Ms. Michelotti commented about the Altamont Rail station being proposed for <br />Pleasanton. She understood the application was late, so the station would now be delayed. <br /> <br /> Mr. Faye said the Altamont Commuter Express has been a partnership among many <br />parties, largely stimulated by a significant investment from the San Joaquin Valley. TJKM also <br />put up funds for the third year of operation. San Joaquin Valley was willing to allow a capital <br />investment in lieu of the operating money for the first two years. The capital investment is the <br />building of three stations throughout Alameda County, which has 1.6 million dollars left from <br />Proposition 116. This capital money requires a match from Alameda County. The only way <br />to come up with the match was to use Alameda County land. Therefore, Alameda County is <br />the applicant, using its land to match the 1.6 million dollars to build the three stations. The <br />stations will be located at the Fairgrounds, the Livermore Wheels transit center area and <br />Lawrence Livemore Lab on Vasco Road. The application needed to be filed by late May in <br />order to be on the California Transportation Commission's luly agenda. For whatever reason, <br />the application did not get filed on time, so it is not scheduled to be on the agenda now until <br />September, 1997. Therefore the Fairgrounds station will not be built until March 1998, <br />providing everything goes as scheduled. <br /> <br /> Dan Silveira, 1435 Heidelberg Drive, General Manager of the Tri-Valley Youth Services, <br />asked for help from Pleasanton residents. The location for the program is being sold. The <br />program teaches auto mechanics, dry-wall, painting, landscaping, and many other usable skills <br />needed by young people. The program needs approximately three acres of land. This is a good <br />program that teaches youths skills and keeps them off the streets.
