Mr. Swift said the Specific Plan did have a cap equal to one unit per five acres. <br /> <br /> Ms. Trutner said Little Valley is entering into a twenty-five year development agreement <br />with the County that will lock in the density. The two lots that are not in Pleasanton's General <br />Plan already have homes on them. The homeowners, as a group, are financing a twenty-four <br />foot wide road, that will improve the neighborhood and meets CDF standards. She also pointed <br />out Zone 7 encourages clustering of homes. <br /> <br /> Mayor Tarver said Council understood what the Specific Plan was trying to do. <br /> <br /> Mr. Everett said the community wanted to maintain its rural environment with this <br />Specific Plan and is only getting four building sites per twenty acres. He also indicated septic <br />tanks are much better than they used to be. <br /> <br /> Ms. Michelotti asked if he could see the proposed golf course. <br /> <br /> Mr. Everett said he could. <br /> <br /> Them was no further public testimony. <br /> <br /> Ms. Michelotti asked how the City emergency vehicles would get to Little Valley. <br /> <br /> Mr. Swift said the closest fire response would be from Ruby Hills, going down Highway <br />84. <br /> <br /> Ms. Acosta said there is a cooperative agreement with the County for the Ruby Hills fire <br />station to respond down Highway 84. <br /> <br /> Ms. Dennis said her concerns were with the sewer and water services. She felt the <br />property owners were in control to decide whether they wanted a plan that would be consistent <br />with Pleasanton's General Plan. She was not concerned about the gate. <br /> <br /> Mayor Tarver said he did not want to support development that was going to stay within <br />the County. <br /> <br /> Mr. Pico felt this is a continuation of the County policy of urbanization and even though <br />the agreement is to preserve open space, that will only last until someone wants to develop. <br /> <br /> Mayor Tarver felt it was a matter of principle. If the property was in the City's sphere, <br />then the City should be the lead agency.
