respect to sewer, outside the City's boundaries and with water only to extend it if to do so is <br />consistent with the General Plan. <br /> <br /> Mayor Tarver asked if the Alameda County Board of Supervisors had acted on the Tri- <br />Valley planning principles. <br /> <br /> Mr. Swift said he did not believe they had. <br /> <br /> Mayor Tarver said this project is not consistent with the General Plan, it is not City <br />centered development. The City should tell the County to stop putting development in the City's <br />sphere of influence. <br /> <br /> Ms. Michelotti asked how the City's urban growth boundary affected this project. <br /> <br /> Mr. Swift said the Little Valley ranch area would be allowed to develop with five acre <br />parcels which would be consistent with the City' s General Plan. There are policies with respect <br />to extending services outside the urban growth boundary. <br /> <br /> Ms. Michelotti asked how development outside the urban growth boundary could be <br />annexed? <br /> <br /> Mr. Swift said in general everything outside the urban growth boundary was open space. <br />This particular area is an exception. <br /> <br /> Mayor Tarver asked for public testimony. <br /> <br /> Beverly Trutner, 3875 Little Valley Road, Sunol, 94586, said she was the President of <br />the Little Valley community group. The group established itself in 1995 after the East Alameda <br />General Plan was changed. The neighborhood wants to protect the environment. She has <br />worked closely with Fish & Game and Zone 7 to create a specific plan. She said the plan is <br />consistent with Zone 7 requirements. The property owners want two acre parcels to allow <br />homes to be clustered to preserve large open space areas and to accommodate wildlife. She <br />considered Pleasanton a good neighbor. She wanted to put Little Valley on the map. She stated <br />Highway 84 has been a problem, however CalTrans has made improvements, so it is much <br />better now. Unfortunately, CalTrans did not make the roadway shoulders wide enough and has <br />created some drainage problems. With regard to the gates, she felt there was a safety problem <br />without gates and the knox boxes have been successful. <br /> <br /> Bob Everett, 3333 Little Valley Road, supported the Little Valley Specific Plan. He <br />wanted to build houses for his children on his property.
