The residents who live in this mobile home park <br /> are viable assets to the City. He said he thinks the ordinance is doing what it is supposed to do. <br /> The folks are protected from rent increases. <br /> <br /> Ms. Dennis said she understood about the newer mobilehomes not fitting the spaces. She <br /> asked why Mr. Wagner did not want to escape the regulatory mobilehome environment by <br /> applying for a different type of land use. There are many advantages for him to do so. Why <br /> go through the hassle of conforming to the ordinance when he did not have to. <br /> <br /> Mr. Schlies asked her if she meant a PUD application? He said it was a new issue. He <br /> said if Mr. Wagner gave the okay he would be glad to sit down and talk about the PUD. <br /> <br /> Ms. Dennis said her concern was that the mobilehome park was not in conformance with <br /> the ordinance and it could not be overlooked. <br /> <br /> Mr. Schlies indicated Mr. Wagner has been advised that he was not in violation of state <br /> law. He has been told the state law preempts the local ordinance. Therefore, he does not feel <br /> he is in violation of the law. <br /> <br />_ Ms. Dennis asked how it can be called a mobilehome park if less than half the units are <br /> mobile homes. <br /> <br /> Mr. Schlies said this is not a simple issue. <br /> <br /> Ms. Michelotti felt the issue is getting to know what Mr. Wagner wants. She visited the <br /> park and found it to have a transient atmosphere. If people want a mobilehome park, they <br /> expect stability and maintenance of the grounds. If it is to be for short stay residents, then that <br /> issue needs to be addressed. <br /> <br /> Sue Ann Adams, 4202 Stanley, g9, believed the opposition to this space request is <br /> placing its focus on the park as it was in the seventies and eighties. Well, this is today and if <br /> the residents can benefit from today's revision then please authorize the space. The space would <br /> have a definite impact on and help keep a rent increase more contained. The additional revenue <br /> could be used for improvements. She asked where in Pleasanton can someone rent a place for <br /> $435. There is more privacy in the park than renting a room or an apartment. Mr. Wagner has <br /> been a good landlord. He assisted a tenant who needed medical attention. He has assisted many <br /> of the residents with various repair items in order to meet HCD inspection specifications. <br /> <br /> Philip Cesielski, 4160 Stanley Blvd, said he is opposed to the mobilehome park. He has <br /> had many problems with Mr. Wagner and people in the park. Parking is taken up in front of <br /> his house by people who pull their RV's into the park and have another vehicle they use to get <br /> back and forth to work.
