It was moved by Mayor Tarver, and seconded by Ms. Michelotti, to adopt <br />Resolution 97-41, endorsing the Principles of Agreement as referred to the City Council by <br />the LAVWMA Board of Directors; directing staff to work with LAVWMA and member <br />agencies to prepare LAVWMA JPA modifications to reflect the Principles of Agreement; <br />directing staff to work with LAVWMA and member agencies to prepare an implementation <br />plan, including necessary steps, studies, and agreements to bring this item before the voters <br />of Pleasanton as soon as possible; authorizing LAVWMA to resume negotiations with the <br />East Bay Dischargers Authority; and provide direction to LAVWMA representatives as <br />appropriate. <br />The roll call vote was aS fOllOwS: <br />AYES: Councilmembers- Ayala, Dennis, Michelotti, Pico, and Mayor Tarver. <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> Mayor Tarvet thanked Michael Roush, John Hines, Randy Lure, Mark Weinberger, Dave <br />Requa, and Bob Beebe. It was a big undertaking and this was an historic event. He appreciated <br />working with all involved. <br /> <br />Item 6c <br />Tri-VaHey Sub-regional Transportation Development Fee (SR97: 87) <br /> <br /> Mr. Lure presented the staff report. <br /> <br /> Ms. Dennis said the formula did not address how businesses with heavy truck traffic <br />would participate. For example, she would like to see included in the fee structure a formula <br />for assessing heavy truck traffic from the landfill and quarry operations. She was also concerned <br />about equity issues regarding the participation of San Ramon and other cities in Contra Costa <br />County. <br /> <br /> Mr. van Gelder said heavy truck traffic could be calculated on the same trip basis as <br />passenger cars. If new landfills were developed perhaps a new rate could be calculated. He <br />said Contra Costa had $9 million in Measure C money set aside for the 1-680 project and the <br />local South Contra Costa County multi agency fee creates another $8 million. Staff suggested <br />to the Tri-Valley Council that each agency that had established a local fee would simply <br />eliminate the fee and include a uniform fee across all the Tri-Valley jurisdictions. Contra Costa <br />County did not take this approach. There needs to be more negotiations done. <br /> <br /> Ms. Dennis said we should put the uniform fee off until all jurisdictions would agree. <br />She asked if the fees from Dougherty Valley would raise about $23 million. <br /> <br /> Mr. van Gelder said the calculation for the fees took the total traffic from all projects and <br />divided it by the total number of trips that were produced by all the land uses in the valley. <br /> <br />Pleasanton City Council 5/06/97 <br />Minutes 15 <br /> <br /> <br />
