Mayor Tarver said the issues about managing growth affected the levels of service and
quality of life issues. This whole process was not about numbers. He believed the citizens were
saying it wanted to be the City of Planned Progress. The citizens wanted the City to manage
growth and create a good standard for quality of life. His hoped to work together to figure this
out. He said he felt this could be done with a citizen committee.

Ms. Ayala said she did not want two committees. She asked why the fee of $25,000 to
$30,000 to hire Mark Weinburger changed from $10,000 to $15,000 as listed in the March 18
staff report.

Ms. Acosta said the work being done now is more extensive than what was talked about
before.

Ms. Ayala wanted a smaller committee. She would like to see only five representatives.
She suggested choosing representatives from the Planning Commission applications.

Ms. Dennis said that Council could make its own selection however it wanted. She
agreed the Planning Commissions applicants would be a good place to start.

Mayor Tarvet said there needed to be diversity among the committee.

Ms. Michelotti said there would be thirteen people if each Councilmember chose one and
Mayor Tarver appointed two.

Mr. Pico suggested that Council consider having two members from Council, four
building representatives, one representative from the School Board and then add six
representatives from the community with the Mayor appointing two members and the
Councilmembers each appointing one.

Ms. Michelotti asked if one member could be from the Tri-Valley Council?

Ms. Dennis said Council wanted a committee that could function and would be credible.
She said it was important work serving on a committee.

It was moved by Ms. Michelotti, seconded by Ms. Ayala, to establish a committee
of thirteen representatives: six citizens, one appointed by each Councilmembers and two
appointed by the Mayor; four building representatives; one School Board representative;
and the two Councilmembers on the Growth Management Subcommittee.
The roll call vote was as follOwS:
AYES: Councilmembers - Ayala, Dennis, Michelotti, Pico, and Mayor Tarver.
NOES: None
ABSENT: None
' ABSTAIN: None

Pleasanton City Council 04/15/97
Minutes 23
