consensus that a business solution was not the appropriate approach. What was needed was a <br />community solution that worked for all the residents of Pleasanton. The meeting selected builder <br />representatives and made recommendations for citizen representatives. In further discussions <br />with Mayor Tarvet and Councilmember Michelotti it had been determined the best way to <br />proceed would be to create a citizens committee. The recommendation being brought forth <br />tonight was to have Council appoint the citizen representatives. He asked for consideration of <br />one member being from the Tri-Valley Council. The recommendation was to have one member <br />of the Tri-Valley Council, four builder representatives and five to ten citizen representatives. <br /> <br /> Stan Erickson, 3684 Chillingham Court, agreed with Mr. Meeks. He submitted a plan <br />to Council in regards to the makeup of the committee. He felt the committee needed to <br />determine what the standards were for quality of life; to understand the impact new development <br />would have on those standards; and then how limiting growth would affect those standards. He <br />asked if this process could be done as quickly as possible. He felt the process should take less <br />than three months. It was difficult to find citizens to spend a considerable amount of time on <br />these committees. For the committee to be efficient he said there needed to be two sub- <br />committees meeting simultaneously. The quality of life standards could be decided by the <br />citizens group while the developers were working on the impact study. He also felt the <br />committee should meet every two weeks. <br /> <br /> Chris Schlies, 3172 Fernwood Way, said he disagreed with the staff report. <br />Councilmembers were government representatives and this was a perennial campaign issue. He <br />was not convinced that a committee was needed. He agreed that two heads were better than <br />one. The committee should only be an advisory committee. The committee should make <br />suggestions to help the Council think through the process. He felt the committee should be a <br />citizens committee only. He felt the developers did not care about the citizens. He urged <br />Council not to spend a considerable amount of time on this committee. <br /> <br /> Christine Bourg, 4512 Second Street, said she would like the committee to be a citizens <br />committee to determine the quality of life and to take the developers' input at a later time. She <br />asked Ms. Ayala about her comment in regards to Staples Ranch and the General Plan Steering <br />Committee asking for affordable housing units. She could not remember the committee saying <br />this and asked if it could be found in the minutes and shown to her. <br /> <br /> Ms. Ayala asked Ms. Bourg if she wanted affordable housing. <br /> <br /> Ms. Bourg said she agreed with Mr. Pico that the area was a poor location for the <br />affordable housing development. <br /> <br /> Debra Barker, 5018 Blackbird Way, said she attended the National Planning Association <br />conference and there was a considerable material on growth indicators, indicating the standard <br />of life. She would like to see some kind of planning resources available. There were certainly <br />things that Pleasanton wanted.
