Mr. Pico said he had not gone to Fremont.

Ms. Ayala said that she had gone to Fremont and the project was perfect for young
families. Council owed it to the public, as elected representatives, to do its homework and to
look at projects that were proposed before Council. Timing was everything in business. Right
now the market was good. Pleasanton could only get these amenities because the market was
good. There was only a certain amount of time left in order to get the amenities that were
needed. There were only a few large parcels of land left in Pleasanton that Council could
demand amenities from to get the required infrastructures. The school was already in to serve
this development. Pleasanton was requiring Kaufman and Broad to put the infrastructure in.
In fact, Kaufman and Broad had brought forth plans for the lighted sports park. It had done
everything that staff asked them to do. The timing was fight, she felt this was a good project.
It offered what Pleasanton needed. The housing price range was what Pleasanton needed. She
supported the project.

Mayor Tarver said he agreed that timing was everything. But he felt that Councilmember
Ayala was in a rush. He did not believe that Pleasanton would not see future projects like this.
He did not believe that this was the way to view or build the community. Council should be
very selective. Council needs to go back and get community input and find out what needed to
be done with the parcel of land. He would like to see the best possible solution and when the
timing was fight, then move forward. The flyover, which was a key component, was three to
five years away. The City also needs to work out a solution with Dublin and Livermore.

Mr. Pico said this was a tough decision. He knew the community wanted more parks.
He cited many examples of proposed parks for Pleasanton. Pleasanton was committed to
investing in its youth and would continue to do so. The reality was that there was already 2000
units approved and waiting to be built. There was the San Francisco Water Department lands
that had County approval in excess of 1900 homes that still had to be negotiated and there would
be a lighted sports park in that project. There was 311 units proposed for the Staples Ranch
development, 350 units proposed for the Ponderosa project and the Busch property. The
Vineyard Corridor folks would be saying "hey, wait a minute, we were here first." He cited
several developments that had affordable housing units. There were questions that he had asked
that had not been answered. Some people wanted Council to proceed without the answers. He
did not feel this was good leadership or good business. He did not like the clustering of
affordable housing along the freeway without any yard or play area for the children.

Ms. Michelotti said a knee jerk reaction was not the way to handle a project that had
been in the process for five plus years. Councilmembers may have their own viewpoints on
timing and economics but she agreed with Councilmember Ayala in the need for more
discussions.

Mayor Tarver said he wanted to start with the EIR.

Pleasanton City Council 04/15/97
Minutes 16
