Mr. Roush commented the fight-of-way is going to come to the City. So that there is
consistency and the sellers know what the agreements are, he suggests the City use the
agreements the City has negotiated separately.

Mayor Tarver asked if the agreements were different from the previous ones.

Mr. Roush said the agreements were not significanfiy different.

The roll call vote was as follows:
AYES: Councilmembers - Ayala, Dennis, Michelotfi, and Pico.
NOES: Mayor Tarver
ABSENT: None
ABSTAIN: None

Item 6g
Discussion of the intent and process for workshops regarding various development projects.
(SR97:70)

Ms. Acosta presented the staff report.

Ms. Michelotti asked Council for a consensus about having workshops. She is concerned
as to what effect having workshops would have on the Planning Commissions authority. She
commented on the time involved and wanted to have workshops only when absolutely necessary.

Mayor Tarver agreed with Ms. Michelotti. He believes the workshops should be before
the Commission meetings and wants to have workshops only when there is sufficient interest and
concern.

Ms. Ayala said she was looking to have a hands-on workshop with the developer and but
that is not what has happened. There are plenty of meetings for the community to voice their
opinions.

Ms. Dennis concurs. For most projects it is not necessary to have workshops.

Ms. Acosta asked Council if it wanted a workshop on the Staples Ranch project?

The Council consensus was there was no need to schedule that workshop.

Ms. Michelotti said she was not opposed to sending a project back to the Planning
Commission.

It was moved by Mr. Pico to table the item, seconded by Ms. Michelotti.

16 3/04/97
