Mark Sweeney, 4309 Hacienda Drive, representing the Prudential Insurance Company, <br />felt that staff was recommending denial of the application for two reasons: 1) the General Plan <br />Steering Committee had recommended to Council that a land use study be done around the <br />BART Station; and 2) the modification may reduce the demand for full service hotels. As far <br />as he knows the only full service hotel located in Pleasanton was the Hilton. Mr. Sweeney <br />knows of plans for the Hilton to expand by approximately 200 rooms and 10,000 square feet of <br />meeting room space. He further explained that an agreement between Sheraton and Prudential <br />said that Prudential would not build hotels for ten years. The ten years has expired and he felt <br />that Prudential has paid its dues. Mr. Sweeney said that staff wants to look at each application <br />on a case by case basis, but he felt to get businesses to submit applications, the appropriate <br />zoning needed to be in place. Mr. Sweeney felt there was an apparent need for hotels. <br /> <br /> Ms. Dennis asked if Prudential planned to build hotels on the six lots in question. <br /> <br /> Mr. Sweeney stated that not all six lots would be involved. Prudential wanted to have <br />the flexibility to offer the prospective builders the opportunity to build wherever they chose. <br /> <br /> Ms. Dennis asked if Prudential would be agreeable that if a particular lot were chosen <br />for hotel, the other lots would convert back to the original zoning. <br /> <br /> Mr. Sweeney agreed. <br /> <br /> Mr. Swift believed the conditional use permit process would be better than rezoning the <br />parcels so that hotels could be built on all six lots. Mr. Swift stated that staff wanted to do the <br />study first, and handle each application case by case to give Council maximum flexibility. <br /> <br /> Ms. Michelotti asked if the Planning Commission recommendation had been to allow <br />hotels as a permitted use on these lots? <br /> <br /> Mr. Swift stated that was correct. <br /> <br /> Ms. Ayala stated that while she was serving on the General Plan Steering Committee, <br />the Committee submitted to City Council a proposal to form a citizens' group with the City of <br />Dublin to study the mixed use in the BART area. The City of Dublin has moved forward and <br />she wanted to see the City of Pleasanton working cooperatively with the City of Dublin. She <br />could understand Mr. Sweeney' s anxiety about putting together this citenzens' group. Ms. Ayala <br />asked if Mr. Sweeney would be willing to do a workshop with City Council to study the area. <br /> <br /> Mr. Sweeney said that the workshop was long overdue. A lot of other issues could be <br />discussed, not just land use.
