Mr. Bocian agreed that staff could bring back more information and suggestions for
providing incentives to get more affordable for sale homes.

Ms. Ayala agreed it might be a good idea for the Affordable Housing Commission to
review the guidelines. It was not clear to her what the other members of Council were asking
for.

Mr. Pico referred to the upcoming joint meeting with the Affordable Housing
Commission and felt that would be a good time to talk about the guidelines and work through
the issues. He did not think there were any projects pending that would be affected by the
guidelines.

Ms. Acosta said there would be a project at Staples Ranch in a couple of months.

Mr. Bocian clarified that the issues of concern were inclusion of moderate income units,
the length of time for the restrictions on resale and another review about using the Affordable
Housing Fund to reimburse the General Fund for waived fees.

Mr. Tarver believed the only way to get people to develop low income housing is to
provide incentives, such as growth management allocations, etc. He felt the Commission could
make suggestions in that regard. It would be helpful for him to review case studies on projects
that have had fees waived to determine if the same actions would be taken again based on the
guidelines.

Mr. Bocian said that had been done, but staff would bring the information back to
Council.

Item 6C
Review of Final Lan_~,ua2e for West Las Positas Interchange Study Interim PoliCy for New
Development Applications. (SR97:44)

Brian Swift presented the staff report.

Mayor Tarver asked if there were any speakers on this item.

Judy Fox, 3645 Virgin Island Court, indicated the staff report appears to address her
concerns.

Tim Correia, 4679 Sierrawood Lane, indicated he has been attending the meetings and
is encouraged by Council's change of direction. He is concerned that nothing has been put in
writing to evidence that change.

7 2/04/97
