It was moved by Mr. Tarver, seconded by Ms. Michelotti, to approve the following <br />staff recommendations: Clean W~tCr Program and Pleasanton's Storm Water Discharge <br />Fee~ - (1) work with other agencies in the Alameda Countywide program to clarify <br />Proposition 218 impacts and review the existing program for possible modification in the <br />event funding is reduced; (2) develop an approach for funding the City's share of the Storm <br />Water Discharge fees; (3) request an interpretation from the Alameda County Tax Assessor <br />whether that office is permitted to continue to collect the Storm Water Discharge fee after <br />July 1, 1997; (4) request the Regional Water Quality Control Board to consider no <br />expansion of the existing NPDES Permit requirements pending clarification of Prop. 218 <br />impacts; and (5) continue the existing program with no changes pending further <br />information. Lightimp_ and Landscape Districts - (1) no new city administered districts to <br />be formed; and (2) review existing Landscape and Lighting Districts to determine <br />appropriate modifications and discuss with the property owners and/or homeowners' <br />associations their desire to administer the maintenance provided by the district. Geolo_aic <br />Hazard Abatement District - (1) no new Geologic Hazard Abatement Districts to be formed; <br />and (2) continue administration of existing GHAD districts under the present structure and <br />consider possible modifications as Prop. 218 impacts become clearer. DowntOwn <br />Improvement - continue to charge the Downtown Improvement Fee through the business <br />license as a separate charge. Water and Sewer Issues - continue existing water and sewer <br />rate structure with no changes pending clarification of impacts due to Prop. 218. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Ayala, Dennis, Michelotti, Pico, and Mayor Tarvet <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> Ms. Dennis asked that Proposition 2 18 related questions be included in the next city-wide <br />survey to determine what residents would be willing to vote for. <br /> <br />Rein 6f <br />PUD-Sl-;~0-~M/PUD-8$-8-16M, Prudential InSUrance <br />AppliCatiOn for ~ ma_i Or modification of the Hacienda Business Park PUD development plan <br />to allow hotels/motels on Lots 52. 53A. 56C. and 57A.
