Mr. Tarver appreciated staff s position and understood why the recommendations were
made, but he believed the County should include the assessments for the cities in the ballot
measure. He did not want to send a message to the public that the EMS service of the City
would be cut if the measure is not approved. The cities have worked hard to establish EMS
programs. He believes the taxpayers have to be made aware that these services are not free and
when the City gets a mandate for service, it has to provide it.

Ms. Michelotti related a telephone call from a citizen who supported the EMS service
and did not want to lose it.

Ms. Acosta did not want the city to be placed in a position of saying "if you don't vote
for it, we will cut the service." The question is what will you cut to provide this service. The
answer is that nothing may be cut, but on the other hand, nothing will be added.

Ms. Dennis asked if the issue would have to go back to the voters if the fee were raised
in the future.

Ms. Acosta said yes.

Ms. Michelotti believed discretion is necessary regarding what is placed on the ballot.
There should be no doubt in anyone's mind that the service will continue.

It was moved by Mr. Pico, seconded by his. Michelotti, to support a county-wide
Emergency Medical Services (EMS) assessment to be placed on the ballot in June by the
Alameda County Board of Supervisors.
The roll call v0t¢ wits as followS;
AYES: Councilmembers- Ayaia, Dennis, Michelotti, Pico, and Mayor Tarver
NOES: None
ABSENT: None
ABSTAIN: None

It was moved by Mr. Pico, seconded by Ms. Ayala, that the City of Pleasanton not
place its supplemental assessment on the ballot in June, but to cover the $143,000 by
absorbing it as an Emergency Medical Services (EMS) general fund expenditure.
The roll call vote was as follows:
AYES: Councilmembers - Ayala, Dennis, Michelotti, Pico, and Mayor Tarver
NOES: None
ABSENT: None
ABSTAIN: None

12 2/04/97
