Introduce Ordinance No. 1703 to limit to two average billing periods the amount <br /> that can be required as a security deposit for residential water and sewer service <br /> and to prohibit requiring a property owner to place a water/sewer account in the <br /> property owner's name when the premises are rented for residential purposes. <br /> (SR97:28) <br /> <br /> j. (IR97:02) <br /> No action was required or taken on this item. <br /> <br /> The roll call vote was as follows: <br /> AYES: Councilmembers - Ayala, Dennis, Michelotti, and Vice Mayor Pico <br /> NOES: None <br /> ABSENT: Mayor Tarvet <br /> ABSTAIN: None <br /> <br /> The City Clerk administered the oath of office to newly appointed Youth Commissioners, <br /> Jasleen Dhillon and Eddie Richardson. <br /> <br /> 5. MEETING OPEN TO THE PUBLIC <br /> <br /> John Innes, South Livermore Valley Agricultural Land Trust, presented the 1996 annual <br /> report. <br /> <br /> Lynn Beamon, 449 Rose Avenue, expressed his desire to meet with Councilmembers to <br /> resolve his issues. Mr. Pico acknowledged Mr. Beamon's telephone call and indicated staff had <br /> been requested to contact him to get three dates for a meeting with staff, Mr. Beamon, and <br /> Councilmembers. Ms. Michelotti also acknowledged receipt of a voice mail message, but had <br /> been out of town and could not respond before the meeting. <br /> <br /> Ray da Silva, 2477 Santa Rita Road #20, complained of incorrect Code citations on a <br /> ticket he had received and the cost he was charged for towing his car. He believed this was far <br /> too much and refused to pick up his car. He indicated this would be resolved in court. Mr. <br /> Roush stated the towing company has a flat rate for towing no matter what the distance is. <br /> <br /> Jack Hovingh, 4250 Muirwood Drive, complained of the proliferation of campaign signs <br /> and believed the signs should not be allowed on Bernal Avenue and Foothill Road. He preferred <br /> signs be on private property or businesses downtown. <br /> <br /> Larry Levin, 3178 Weymouth Court, agreed with Mr. Hovingh. He suggested a political <br /> sign committee to develop criteria for placement of signs and the number allowed. <br /> <br />-- E.J. Saucier, 5216 Genovesio Drive, expressed concern about the neighborhood park <br /> for the Valencia, Avila and Siena areas. Children are using the existing basketball courts for <br /> <br /> 3 1/21/97 <br /> <br /> <br />
