The committee is required to develop alternatives <br />and any applications should be reviewed carefully, especially anything going in to arcas that staff <br />may understand could be used as traffic mitigation in the event the interchange does not get <br />built. <br /> <br /> Bob Thompson, 4453 Clovewood Lane, objected to directing freeway traffic into <br />residential neighborhoods where children will be crossing streets. Some values are more <br />important than revenue for the city. Development should be slowed until the traffic impacts <br />from approved projects can actually be seen, not just projected. He was concerned that the West <br />Las Positas interchange might be built and still not solve the traffic problems of the City. He <br />urged Council to make community safety a top priority. <br /> <br /> Jo Molz, 7580 Driftwood Way, indicated she bought her home in Pleasanton thirty years <br />ago. She was opposed to any further development. <br /> <br /> James Paxson, 3825 Hopyard Road, Suite 119, General Manager for the Hacienda <br />Owners' Association, expressed concern about policies and procedures that might be considered <br />in conjunction with the interchange study. He supported a review of the interchange but not at <br />the expense of established development processes. He related the contributions of Hacienda <br />Business Park in traffic mitigation measures. He felt hindering the review and approval process <br />for new projects would seriously jeopardize the new interest in Pleasanton as a business address. <br />The Association strongly urged continuation of the study without imposing new policies or <br />procedures regarding new projects during this study period. <br /> <br /> Gloria Davis, 6856 Vale Court, felt that the existing six interchanges on 1-680 and 1-580 <br />serve the community adequately. She expressed concern with cut-through traffic from 1-680 <br />to 1-580 and related various routes that commuters are taking through Pleasanton. She felt the <br />West Las Positas interchange would only make traffic worse, not better. She was concerned <br />about the safety of children. She was also upset that no traffic signal was planned for Payne <br />Road. She felt the West Las Positas interchange would deteriorate the quality of life in <br />Pleasanton. She was not opposed to growth or development and realized there are benefits to <br />be gained from development revenues. However, she felt the City is moving too fast and needs <br />to consider alternatives. <br /> <br /> Mr. Tarver pointed out this is not a heating on whether to build the West Las Positas <br />interchange, but on what to do with applications for development while the interchange is being <br />studied. <br /> <br /> Kurt Kummer, 4456 Clovewood Lane, spoke in favor of Mr. Pieo's Option 5. He did <br />not know what impact the interchange will have on future developments, but he did know that <br />his children walked to school and when an interchange is built, traffic increases. Once the <br />interchange is built, it will not be removed. He felt the only benefit will be to help traffic get <br />through when 1-680 is backed up and he did not want that traffic going through his <br />neighborhood. <br /> <br /> 9 1/07/97 <br /> <br /> <br />
