drivers will not stop at the stop signs. She is home most of the day and sees people stopping
at the stop sign. She reiterated her comment that the sign is needed to slow traffic.

Ms. Michelotti again asked if the neighborhood would be willing to try the traffic
calming devices.

Ms. Varela felt the neighborhood was very upset about the proposed Ponderosa project
and the use of Mohr Avenue as the main access. They were opposed to widening Mohr Avenue
because this is a rural area. They are not sure about the circle thing.

Reza Ghorbani, 3802 Mohr Avenue, indicated he lives at the corner where the stop sign
will be installed. He was very opposed to it and felt it would prevent him from getting out of
his driveway and will increase noise, air pollution, etc.

Leslie Mufich, 3801 Mohr Avenue, felt this was a rural area and was opposed to the stop
sign. She felt it was an extreme measure to control a few speeders. She suggested posting a
few more speed limit signs or having an occasional police presence. We do not know the impact
of the proposed Ponderosa development and installing a stop sign now is premature.

Ms. Ayala was sympathetic to Mr. Ghorbani's concerns, because there is more noise at
a stop sign. She was concerned about the precedent setting of putting in a stop sign on the basis
of fifty signatures. She felt a broader review of the area for traffic calming devices was in
order, but if this sign goes in, it should be on a temporary basis until completion of the traffic
study in the Spring.

It was moved by Ms. Ayala to amend the motion to provide that the stop sign would
be temporary and would be reviewed after completion of the traffic study of calming
devices in the Spring. Mr. Tarver and Ms. Dennis accepted the amendment.

Ms. Michelotti agreed that a stop sign does create problems for the residents immediately
adjacent to the signs. She had reservations about putting in a temporary stop sign, because it
is hard to remove it later.

Mr. Tarver felt efforts should be concentrated on how to finance the traffic calming
devices, because they are considerably more expensive than stop signs, and he felt everybody
would want them.

The roll call vote was as follows:
AYES: Councilmembers - Ayala, Dennis, Michelotti, Pico, and Mayor Tarver
NOES: None
ABSENT: None
ABSTAIN: None

15 1/07/97
