Mayor Tarver said the success of the Youth Master Plan depends on how well the youth of
the community participate.

David Greene, 4408 Mohr Avenue,//2, understood the City was in the process of recruiting
a new Police Chief and asked the City to appoint someone who was sympathetic to the needs of the
youth in the community.

Ms. Acosta said she has already received input from the Youth Commission regarding
suggested characteristics for the new Police Chief. She welcomed any other comments at 484-
8008.

William Tanner, 4590 Mohr Avenue, read a poem to the Councilmembers. He said the
students have enjoyed the Council's visits on Community Reading Day. He invited the Council to
share stories with the students again on March 2, 1999.

Pat Nelson, 8088 Bethel Lane, enjoyed seeing so many youth participating in the Youth in
Government Day. On another note, she appreciated the time spent in amending the minutes for the
January 5, 1999 Council meeting. She said a letter has been submitted to the Planning Director
requesting the palette of colors for the West Foothill Overlay.District. She quoted Ms. Acosta
saying there is a wide palette of colors available for the West Foothill Overlay District, but was told
by the Planning Director that there is only one for Moller Ranch. Her house does not fall within the
Moller Ranch requirements. She would like to see the wide range of colors available for the West
Foothill Overlay District.

Ms. Acosta said there is not a specific set of colors to show. She meant that there were a
wide variety of colors available.

Mayor Tarver understood that Ms. Nelson had also requested copies of extemal and internal
communication. He asked if she had received such information.

Ms. Nelson said the letter was submitted today for that information.

Carole Varela, 3858 Mohr Avenue, felt the Council was not listening to the community
regarding growth. Pleasanton already has schools that are overcrowded and traffic congestion. The
community has lost faith in the Council's ability to solve these problems. Council in the past has
stated that if residents are not happy with an approval they have the option of a referendum. The
referendums are done by residents who volunteer to do so because of extreme frustration they have
been experiencing. She said the community would like the Council to take the residents' concerns
seriously and listen to the voice of the people. She thought the City should consider a moratorium.
She encouraged anyone who wants to volunteer to call her at 462-1187 or write Resident Team,
PO Box 931, Pleasanton, CA, 94566.

Pleasanton City Council 8 02/16/99
Minutes
