Mayor Tarver appreciated the efforts of these employers. He said it takes everyone working
very hard to help clean the air. He hoped this effort would spread to all the employers in
Pleasanton.

Other Speakers

Leslie Coonan, 3624 Canelli Court, thanked Cotmcil for its decision not to approve the new
development on Foothill Road. She commended the Council for putting the children first. She said
the schools are overcrowded and there is a need to build the middle school and both elementary
schools as soon as possible. She encouraged the City and School District to continue working
together and as a team find a way to bring back neighborhood schools.

Jack Hovingh, 4250 Muirwood Drive, congratulated the Mayor, Ms. Michelotti, and Ms.
Dennis for their reelection. He hoped to see the City Council take courageous steps, work together
and do what is right for the community. He thanked the other candidates for participating.

Derek Zemrak, 5222 Genovesio Drive, had a concem with the wrought iron fence approved
for the Linear Park in the Hacienda Business Park. He had 108 signatures from homeowners in
Valencia that are in favor of a stucco wall. He wanted to know what could be done to change the
fence to a stucco wall.

Brian Swift said modifying the fence would be a modification to the PUD. The bottom
part of the fence is solid with decorative wrought iron on top. There have been difficulties
designing the final grading on the project because of the presence of Zone 7 water transmission
line. The City and the developer are working with the Homeowners Association to see if the
transition between the park and the apartment project could be done in a more desirable way from
the drainage standpoint. The fence has come up in the discussions. The fence will do all the things
Council intended it to do. Council can direct staff to pursue changing the design with the
Homeowners Association and the developer.

Ms. Michelotti asked if the homeowners realize the fence is not all wrought iron.

Mr. Zemrak said yes they do. The homeowners felt if the fence were stucco it would match
the other fences in the neighborhood.

Mayor Tarver asked if there were other walls that ran along the Park.

Mr. Swift said other walls are adjacent to individual homeowners' rear yards and are solid
six to seven feet tall walls. They serve as a privacy wall and as a future hedge to protect against
noise if the corridor were to be used for light rail.

Ms. Ayala asked how high the stucco fence could be.

Pleasanton City Council 4 11/17/98
Minutes
