Dr. Dowling said most cities in the Bay Area have gone to a gravity-type model/Tri- <br />Valley type model. The City of Pleasanton would be the first to use the micro simulation. He <br />has used the model in Walnut Creek and parts of other cities. Most cities have gone to models <br />for buildout, which has trip generation distribution and mode split. Other cities use more <br />complex models, which are more expensive to operate which simulate existing as well as future <br />traffic. <br /> <br /> Ms. Ayala asked if he had an example of a city that has used a model where it actually <br />has helped it solve its traffic problem. <br /> <br /> Dr. Dowling said Fremont has recently development a model that is similar to the <br />Congestion Management Agency model. The City of Livermore used the Tri-Valley model to <br />determine its impact fees. The City of Pleasanton has historically been more sensitive to traffic <br />problems. <br /> <br /> Ms. Michelotti asked if the micro-simulation is what he has been doing in conjunction <br />with the West Las Positas Interchange process. <br /> <br /> Dr. Dowling said yes. <br /> <br /> Ms. Michelotti understood micro-simulation was taking something out of the scenario <br />and seeing how the traffic reacted. <br /> <br /> Mayor Tarver asked if the assumptions were valid in terms of trip generated per <br />commercial square footage or could the model overestimate or underestimate the impact. <br /> <br /> Dr. Dowling said he is very comfortable with the current model's capability to forecast <br />five years into the future. He felt it would be fairly accurate. The biggest problem will be <br />getting an accurate estimate of employment, housing, and an economic and land use forecast. He <br />felt once they determined the land use, the model would work fine for short-term forecasts. He <br />felt for long term forecasting the City would need to look at something more sophisticated. <br /> <br /> Ms. Michelotti asked Dr. Dowling to explain how the model works in helping to fix the <br />congestion. <br /> <br /> Dr. Dowling said if he is able to show the City that there are significant benefits and it <br />keeps the cost down, the micro-simulation model will be the right way to go. By simulating cars <br />moving along the roadways it is easier to visualize solutions. <br /> <br /> Ms. Ayala asked if this model is used in Pleasanton and is accepted, could it be used in <br />the Tri-Valley area. <br /> <br />Pleasanton City Council 19 11 / 17/98 <br />Minutes <br /> <br /> <br />
