Dr. Dowling said he is going to scrutinize the City's model, which has been performing <br /> very well for many years. But within the past two years, since buildout has become an issue, <br /> there is a need for an updated model. He indicated that there has been a lot of development in the <br /> field of transportation. He is bringing that expertise with him. <br /> <br /> Ms. Michelotti asked if he was going to do something that the City could not do itself. <br /> <br /> Dr. Dowling said during the first phase of the project, he would be ironing out the <br /> technical issues involved and creating a better forecast to buildout for the City. The existing <br /> modeling process starts with the current traffic counts and adds on all the trips created by new <br /> development. The current process does not provide for how existing traffic might shift in <br /> response to congestion. <br /> <br /> Mayor Tarver felt he understood what Dr. Dowling was proposing and agreed with the <br /> approach and some of the modeling processes. He said it is not a problem if all of the roads flow <br /> freely. The problem is when the model breaks down to a point that it is not going to work <br /> anymore. He felt the money is going to be well spent so there will not be a problem in ten years. <br /> <br /> Ms. Dennis understood the new model will allow staff to accurately predict people's <br /> reactions when regional traffic impacts the system and how people will learn to help reduce <br /> congestion through their own actions. <br /> <br />.... Dr. Dowling said as the congestion builds up it gets more complicated to forecast the <br /> traffic. The freeway operations are going to have profound impact on the city streets. It used to <br /> be that the traffic could be mitigated on city streets. <br /> <br /> Ms. Michelotti asked if the model would include the improvements being done to the <br /> 1-580/I-680 interchange. <br /> <br /> Dr. Dowling said yes. <br /> <br /> Mr. Lum said there is a fair amount of effort to examine the current traffic modeling <br /> process and staff believes it is worthwhile to do this so staff can break it down according to its <br /> strengths and weaknesses. <br /> <br /> Ms. Michelotti asked who would be implementing the model in the future. <br /> <br /> Mr. Lum said that is going to be reviewed through the process. <br /> <br /> Mayor Tarver did not want to do what we did on the first model. <br /> <br /> Ms. Ayala asked which cities Dr. Dowling has worked with and how their models <br /> compare to the City of Pleasanton's. <br /> <br /> Pleasanton City Council 18 11 / 17/98 <br /> Minutes <br /> <br /> <br />
